Position Summary

Dallas College was awarded the “Grow the Biotech Workforce in North Texas to Meet the Emerging Skills Needs via a Collaborative Partnership” grant from the United States Economic Development Administration. The funding period is from September 1, 2022, to June 30, 2025. The purpose of the grant is to create a regional biotechnology training ecosystem to meet the current needs of North Texas employers while creating future employment opportunities for workers in resilient, high-demand, high-wage jobs. Dallas College, a majority-minority institution, and the largest community college in Texas will serve as the backbone organization for the sectoral partnership and, the North Central Texas Council of Governments will serve as the regional workforce training system. This position is grant funded and Dallas College is seeking an experienced, highly collaborative leader who is excited to take on a new and innovative role.
The Project Director reports to the Associate Vice Chancellor, Economic Opportunity and:
• Leads a highly collaborative, regional, and interdependent network of grant sub-awardees, partner organizations and employers to achieve the goals of the Economic Development Administrations Good Jobs Challenge grant award.
• Manages the grant staff directly to ensure meeting the milestones of the grant.

• Knowledge of the purpose of community colleges and the vision of Dallas College
• Ability to identify and address opportunities and challenges that arise
• Knowledge of continuing education processes and procedures
• Ability to analyze multi-layered problems and propose solutions
• Demonstrated knowledge of principles of equity and inclusion and a demonstrated commitment to the promotion of diversity
• Knowledge of working with local, state, and or federal grants regulations.
• Knowledge of compliance with pertinent state and federal laws and regulations
• Knowledge of strategic planning, assessment of program(s) effectiveness, and development of guidelines to improve the educational and career outcomes for students
• Ability to deploy data-informed results-oriented programs and supports
• Demonstrate data-informed decision making and use predictive analytics

Minimum Qualifications

• Bachelor’s degree required
• Three (3) years of progressive responsibility in educational or workforce and economic development leadership roles
• Three (3) years of experience working with external organizations to develop and manage partnerships to advance workforce-related programs
• Three (3) years of experience managing new and rapidly changing initiatives with experience in process improvement, project planning, conflict resolution, team building, customer service, and data-based decision-making concepts
• Official transcript will be required
• Experience working with workforce development programs, preferred
• Experience working with Federal grants, preferred
• Experience with local, state, and federal workforce programs, preferred
• Experience with and or awareness of the rapidly growing biotech/life sciences sector in North Texas, preferred

Key Responsibilities

• Serve as the primary liaison for EDA Biotech Grant between the grant partners, Economic Opportunity, and other divisions of Dallas College
• Leveraging insights from the Labor Market Intelligence Center (LMIC) and employer relationships to ensure Dallas College and the grant partners are designing and offering a workforce development program that aligns with current and future workforce needs
• Coordinate with grant partners to ensure clear connections between curriculum and career possibilities
• Serve as the managing supervisor for the EDA Biotech employees of the grant funded program
• Completes required Dallas College Professional Development training hours per academic year.
• Performs other duties as assigned.
