Programme Management Support Senior Specialist

UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness, and sustainability of peace-building, humanitarian and development projects. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement, and infrastructure services to a wide range of governments, donors and United Nations organizations. 

  • New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations and bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.
  • Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian, and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), and Development and Special Initiatives Portfolio (DSIP). It provides Services to partners’ programmes that are designed, structured, and managed with a global perspective and primarily serves partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.
  • UNOPS is an implementing partner of the United Nations Office of Counter-Terrorism for the Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism.
  • The Office of Counter-Terrorism (OCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the United Nations Global Counter-Terrorism Coordination Compact Task Force entities to ensure the balanced implementation of the four pillars of the United Nations Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.
  • The UNOCT Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism, based in Doha, State of Qatar, aims to strengthen the parliamentary contribution to international efforts against terrorism and violent extremism. It seeks to promote a whole-of-society approach to terrorism, address conditions conducive to terrorism, and support parliamentarians in facilitating the implementation of international obligations and instruments related to terrorism, including the United Nations Global Counter-Terrorism Strategy and relevant resolutions of the United Nations General Assembly and Security Council. The office operates through the following three functions: conducting research, analysis, and normative work in support of counter-terrorism and prevention of violent extremism; providing technical assistance and provision of consultative services; and promoting and facilitating collaboration and coordination among parliamentary assemblies, as well as national parliaments on countering terrorism and preventing violent extremism.
  • This position is located in the UNOCT Programme Office in Doha, the State of Qatar, established in support of the UNOCT “Global Programme on Parliamentary Engagement in Preventing and Countering Terrorism”.
  • Under the overall guidance of the UNOCT Office in UN Headquarters and the Chief of the UNOCT Programme Office in Doha, this position will support the implementation of its programme of activities.
  • The incumbent of this position will be a personnel of UNOPS under its full responsibility.

Functional Responsibilities

  • Under the supervision of the Project Manager, the Project Management Support Senior Officer will perform the following responsibilities:
  • Support the implementation and evaluation of assigned programmes and projects by monitoring and analyzing their development and implementation. Review relevant documents and reports, identify issues and opportunities to be addressed, and ensure follow-up actions are taken.
  • Liaise with relevant stakeholders and potential partners, including government agencies, international, regional, and sub-regional organizations, UN entities, research, and academic institutions, to foster collaboration and support programme objectives.
  • Organize workshops, seminars, and other events, managing all logistical and administrative aspects. Prepare and manage relevant paperwork, including concept notes, agendas, outcome reports, and necessary correspondence.
  • Support research and analysis efforts by gathering information from diverse sources, synthesizing data, and providing summary reports for management. Offer insights and recommendations based on research findings to inform programme strategies.
  • Draft and organize written materials such as background papers, analytical reports, and policy briefs to support the programme’s goals and objectives.
  • Provide substantive support to meetings, conferences, and other events by proposing agenda topics, identifying and inviting participants, preparing documents and presentations, taking minutes, and ensuring timely follow-up on action items.
  • Initiate and coordinate outreach activities to promote the programme’s objectives. Conduct training workshops, seminars, and capacity-building initiatives, develop training materials, and support participants throughout the training process.
  • Draft comprehensive donor reports detailing the programme’s progress, achievements, and financial status. Prepare outcome documents that summarize the results and impacts of project activities, highlighting key successes and lessons learned.
  • Maintain organized records of all project-related documents, including financial records, reports, contracts, and correspondence, in both hard and digital formats. Ensure documents are easily accessible for reference and retrieval.
  • Undertake travel as required.

Key Deliverables:  

Specific tasks for the individual contractor will include:

  • Ensure timely and quality communication materials, including, but not limited to, digital/social media and audio-visual products, presentations, infographics, factsheets, web articles, digital versions of posters, reports, layout design for project reports, etc.
  • Support the development of graphic design materials and produce the deliverables in various formats, including for digital and print distribution, depending on the needs of the project;
  • Support the development of proposals for online and off-line public information material for campaigns, conferences, events, and meetings promoted through the media, and UNOCT’s website and webpages and social media presence.
  • Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.

Monitoring and Progress Controls: 

  • Timely delivery of outputs as outlined in the Terms of Reference. Quality of materials produced and approval of all products/deliverables/outputs by the Chief of Office.

Education:

  • Advanced university degree (Master’s degree or equivalent), preferably in political science, international relations, law, or related fields.
  • A Bachelor’s degree with an additional two years of experience may be accepted in lieu of the Master’s requirement.

Work Experience:

Required:

  • A minimum of two (2) years of progressively responsible experience in project or programme management and/or support, administration, analysis, or related field is required.
  • Desirable: (The following experience is optional. Candidates who do not have it are welcome to apply)
  • Experience in working with parliamentarians on issues related to counter-terrorism or prevention of violent extremism is desirable.
  • Work experience within the United Nations system or a similar international organization is desirable.

Language:

  • Fluency in oral and written English is required.
  • Knowledge of another official United Nations language is an advantage.
