Org. Setting and Reporting

The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to entities across the Secretariat, including departments, offices away from headquarters, peace operations, regional commissions and tribunals. The Human Resources Services Division (HRSD) provides dedicated services in support of human resources requirements of client entities, from process development through service delivery. The Division establishes and manages rosters across all job families, organizes testing and examinations, provides operational support and other advisory service for clients for the full spectrum of their delegated authorities, and supports managers and business partners in the use of non-staff personnel. The Operational Support and Advisory Service (OSAS) serves as an enabling partner and as the client-facing arm for human resources management at UNHQ, supporting clients in fulfilling their mandates, including related to provided ERP system support on the HR business side. The key services include: guidance to entities on the proper exercise of delegated authorities; advice on the application of human resources policies and procedures; advice to managers related to formal and informal conflict resolution; input/feedback to the development and/or improvement of simplified policies and procedures; support to clients in developing, formulating and implementing customized entity specific HR strategies and plans; and support to clients and shared services in the achievement of their human resources management targets and objectives. The incumbent will report to the Chief of Service or to another designated official within OSAS.

Responsibilities

Under the overall direction of the Chief of Service, the Programme Management Officer will be responsible for the following duties:

  • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Participates in collaborative projects and support relationships with key clients and partners within the established tiered support model for human resources management across Secretariat entities, service providers, and external partners. This includes supporting the establishment and negotiation of agreements, planning, facilitating and providing substantive input to meetings, and assisting in developing action plans to manage the change.
  • Supports a data-driven approach to decision making and programme/project management through the collection, analysis, modelling, interpretation, and communication of relevant quantitative and qualitative data.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertakes initiatives to solicit inputs from clients and partners; designs data collection approaches; reviews, analyzes and interprets responses, identifies problems/issues/opportunities and prepares conclusions.
  • Prepares various written outputs, e.g., draft background papers, analysis, reports, inputs to user guides, SOPs, and process workflows, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Performs other duties as required.

Education

  • An Advanced university degree (Master’s degree or equivalent degree) in business or public administration, project management, social sciences, law, or a related field is required. A first-level university degree in combination with two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible experience in project or programme management, administration or a related area is required. A minimum of one year of experience in an international organization contributing to the formulation of new policies, standards, procedures or guidelines on human resources management is required. A minimum of one year of experience directly supporting the design or enhancement of HR systems and related processes in an international organization is required. A minimum of one year of experience directly supporting or leading a large, complex HR change management initiative in an international organization is desirable. A minimum of two years of experience in an international organization in the direct provision of human resources services is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is a desirable.
