Program Quality Advisor – PNG

  • Based in Goroka, Eastern Highlands Province of Papua New Guinea
  • Full time, fixed term – 12 months with a possibility to extend

About the Role

CARE Australia is offering a unique opportunity for a driven Program Quality Advisor (PQA) to guide the Program Quality (PQ) Unit based in Papua New Guinea. The PQA is responsible for strengthening the Unit, as well as improving our programming work. The duties include improving data storage and analysis, participating in project design, monitoring and evaluating implementation of key program quality and organisational strategies and frameworks.

The successful candidate will be responsible for providing advice and support to the Program Directors and Country Director, with a particular focus on strengthening reporting and MEL systems.

Key Responsibilities

  • Guide the Program Quality Unit and support wider country program teams
  • Lead the improvement of program and project quality across all parts of the organisation
  • Participate in designing project proposals
  • Work closely with project teams on results focused donor reporting, with an emphasis on ongoing skills transfer
  • Work closely with Senior Management and project teams to ensure ongoing training of staff and ensuring appropriate response and risk mitigation systems are in place
  • Provide strategic and technical advice to program and project managers, and project staff to ensure programs are implemented effectively with demonstrated impact
  • Provide leadership and support to program staff to monitor and evaluate progress of key program quality and gender strategies, frameworks and work plans

Ideally, you will have:

  • Significant experience and skills in guiding teams, with an emphasis on skills’ transfer and capacity strengthening in program quality
  • Demonstrated experience in program design, including proposal development and reporting for a range of donors
  • Ability to create and sustain long term partnerships including with other development actors
  • Strong understanding and commitment to gender equality, previous experience in applying gender transformative approaches is highly desirable
