Summary of Job Duties:
The Program Manager provides outreach, IDHI e-Link membership project management, customer relationship management, planning, participation, and communication among e-Link membership, IDHI and UAMS telemedicine projects. S/He also provides assistance and planning with work process automations and collaborations with UAMS software applications for remote worker effectiveness. This position will work closely with the Executive Director and the Assistant e-Link Director of IDHI for the responsibility of supporting e-Link membership customer relationship management of the e-Link Network. This position will maintain project task lists and keeps project plans up-to-date. The Program Manager will ensure timely communication with the Assistant e-Link Director and other program managers and co-workers regarding e-Link collaboration changes that have the potential to impact other teams and systems. Position requires some in/out of state travel. This position will oversee the regional management and coordination of the IDHI e-Link Network, a statewide telemedicine technology effort. The Program Manager works with IDHI e-Link serving as a coordinator of e-Link Program Managers with specified account responsibility for regions for the e-Link Program. This position will be directly responsible for project/program implementation coordinating with vendors and site representatives for installation of lines, equipment and training. Reports to the Assistant Director of e-Link and prepares reports for project status for granting purposes.
Qualifications:
Minimum Qualifications:
- Bachelor’s Degree in Business, Education, Health Management or related field
- Four (4) years of management, planning, financial, network design/support, interactive video, health information, communication, and/or related experience.
Special knowledge, abilities and skills:
- Intermediate proficiency in MS Office Suite (Word, Excel, Outlook and PowerPoint).
- Project leadership and management experience, Excellent communication skills, Organizational skills, Detail oriented while having the ability to understand the entire scope, Understanding of telecommunications and technology, healthcare delivery experience/understanding, professional behavior and appearance, the successful applicant must be able to function in the job capacity with limited orientation
- Ability to meet with and negotiate with internal departments, outside agencies and organizations for purpose of promoting program objectives.
Preferred Qualifications:
- Master’s in Business, Education, Health Management or related field
- Experience working with data center solutions Interactive video experience
Responsibilities:
- Coordinates with the Assistant and Director of Broadband IDHI on all matters related to their assigned sites.
- Develops strong relationships with Arkansas ISP’s and community anchor institution staff throughout the state.
- Learns all components of broadband including all processes such as broadband portal, broadband database, contracts, order forms, Vyopta, Request for Information, inventory equipment, Cisco Meeting software, Video Systems, TMS (a video equipment tracking system), Monday.com, IBM Watson, and the ADWS, TANF, ASBO and CTEH Portal.
- Facilitates and processes all requests for information related to ISP financial broadband activities.
- Process broadband order forms, sends order forms to the contracts department to place in the contract, sends contract to sites, receives signed contract back from site and sends to contract department to have invoice generated. Sends invoice to site and monitors the status to ensure payment is received in a timely fashion.
- Adheres to financial scopes for the region including budget, reporting and documentation for internal and external accountability.
- Manages coordination of internal and external communication among IDHI representatives, technical staff, vendors, providers, and regional representatives. Works with their sites to ensure maximum video conferencing availability of UAMS Broadband services for Telemedicine and distance education.
- Coordinates, facilitates and provides project management for membership. Provides outreach and communications with membership and the development of relationships.
- Serves as the liaison and Coordinator to all broadband offices and ISPs. Assists in reporting requirements for program or initiatives.
- Educates membership personnel on various ways to access programs, training on equipment and use broadband services.
- Attends Broadband Team Meetings and update the Broadband Director and Assistant Broadband Director as required.
- Assures objectivity and ethical conduct.
- Coordinates and links the services and resources of UAMS IDHI with the needs of Community Anchor Institutions in the state.
- Develops standard operating procedures (SOP) for duties related to your job functions.
- Adheres to policies, procedures, and processes of the network including, helping to develop sustainability initiatives.
