Job Summary

UCSF Pandemic Initiative for Equity and Action (UPIEA) leverages a multidisciplinary team of global health professionals to train and equip a sustainable pandemic workforce in California and around the world. UPIEA’s programming centers on workforce development and training with a focus on promoting health equity. UCSF, in partnership with California Department of Public Health (CDPH) and the University of California, Los Angeles (UCLA), has designed and implemented a comprehensive COVID-19 training program—the Virtual Training Academy (VTA)—that has reached more than 11,000 learners representing 61 health jurisdictions across California over the past two years. In addition to the VTA, the UCSF/CDPH/UCLA team developed the California Public Health Corps (CA-PHC) with the aim of increasing the workforce capacity of local health departments across California by providing training, support, and work experience for professionals from historically underrepresented and diverse backgrounds

The Program Manager’s responsibilities will include:
• Providing broad management oversight on all activities related to the VTA+ and CA-PHC including staffing allocation and support, programmatic and fiscal oversight, regular communication with partners, and monitoring and reporting of program activities.
• Ensure that all programmatic and related administrative processes are well-integrated between Institute for Global Health Sciences (IGHS), CDPH, VTA, and CA-PHC.
• Leading and fostering collaboration and budget oversight of CA-PHC and VTA partnerships.
• Monitor and report on programmatic progress and associated costs, including collaborating with the Grants Manager to ensure that subcontracts, vendor agreements, and invoices are appropriately received, processed and submitted.
• Recruiting new employees to work on projects, including writing job descriptions, screening CVs, interviewing, and onboarding staff
• Setting up communication systems among team members, funders, and partners, including scheduling conference calls, setting agendas, and sharing meeting notes and action items.
• Fostering a supportive and inclusive culture across a large and diverse team of educators and public health professionals. The PM will support the development and execution of a DEI strategy for internal organizational processes as well as external content offerings.
• Support the development of grant proposals, grant reporting and strategic planning

The Project Manager will work closely with the Project Co-Directors as well as the technical leads.

Required Qualifications

  • Bachelor’s degree in related area and 5 years of related experience and / or equivalent experience / training.
  • Experience managing grant-funded projects.
  • Advanced knowledge of common organizational- or research-specific and other computer application programs.
  • Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing.
  • Ability to use discretion and maintain all confidentiality.
  • Advanced project management skills.
  • Ability to multi-task with demanding timeframes.
  • Advanced knowledge of applicable policy analysis techniques.
  • Advanced analytical / problem-solving skills.
  • Ability to lead teams in high pressure, tight timeline work environment.
  • Ability to take lots of technical information and distill key points for various audiences

Preferred Qualifications

  • Master’s degree.
  • Thorough knowledge of organizational or initiative processes, protocols and procedures.
  • Diversity, Inclusion and Equity or similar.
  • Experience with UCSF financial and contracting policies and procedures.
  • Strong understanding of public health program implementation including: Communicable disease investigation and control, emergency preparedness and response.
  • Strong understanding and a track-record of implementing DEI strategies.
