Procurement Specialist II – 18952

ATTENTION:

The University of Wisconsin-Whitewater Purchasing Department seeks a Purchasing Specialist (Procurement Specialist II, FN025) within the Procurement Department.

Academic Staff positions are provided fixed term appointments with annual renewals unless otherwise noted. Reappointment for subsequent terms is dependent upon performance, University funding and external forces.

JOB DETAILS:

This is an objective level position reporting to the Director of Procurement with responsibility for providing procurement services that support the University of Wisconsin-Whitewater faculty, staff, and students. This position will be responsible for facilitating the acquisition of materials and services as needed by the campus. It will require knowledge of DOA and UW System policies and procedures governing procurement for State/UW entities. It will also be responsible for sourcing products, developing bid specifications, developing Requests for Purchasing Authority (RPA’s) reviews, compiling information for justification for bid waivers, and reviewing purchases made with procurement cards. Work is performed under general supervision of the Director of Procurement. This position works a standard work schedule of 7:45 am to 4:30 pm Monday through Friday, in office or remote work available.

QUALIFICATIONS:

Minimum Qualifications:

·        Minimum of an Associate’s degree or higher; preferred degree in finance, accounting, business administration or supply chain management

·        Experience in customer service or administrative role with working with campus customers and suppliers

·        Effective written and verbal communication skills

·        Interpret and apply complex procurement regulations, policies and procedures

·        Knowledge of contract development, negotiation skills and industry best practices used in the procurement of goods and services

·        Skilled in the use of Microsoft Office products (Word, Excel, PowerPoint)

Preferred Qualifications:

·        Completed all procurement training from DOA State Bureau of Procurement

·        Experience in State of Wisconsin procurement policies and procedures

·        Experience in contract administration, negotiations, purchasing, or finance

·        Experience creating and conducting bid requests

·        Experience with Jaggaer’s One Procurement software platform

·        Experience reviewing/negotiating/managing terms and conditions

Knowledge, Skills and Abilities:

·        Willingness and ability to be an active participant in following applicable safety rules and regulations including necessary training and drills

·        Ability to interact respectfully with people from diverse socioeconomic, cultural and ethnic backgrounds

RESPONSIBILITIES:

The responsibilities of this role include but are not limited to:

·        Perform purchasing in compliance with all appropriate federal, state, UW and campus regulations, guidelines, policies and audit recommendations

·        Assisting the University staff with the on-line e-procurement system (Jaggaer One Procurement-ShopUW+)

·        Assist on administering, auditing and answering questions the University procurement card program

·        Provide guidance to faculty and staff on navigating the procurement policies and procedures

·        Review and process requisitions

·        Develop and manage with development solicitations (simplified bid, RFB and RFP) in compliance with regulatory requirements

·        Review and negotiating terms and conditions of University purchases

·        Other duties as assigned

COMPENSATION AND BENEFITS:

Well-qualified candidates can expect an annual salary starting at $50,000 based on experience, education, and qualifications.

 CONDITIONS OF APPOINTMENT:
