About this position:

The IDB Group Country Office in Belize is responsible for the programming, evaluation, oversight and monitoring of the IDB Group’s public and private sector portfolio in the country. IDB Lab is the innovation laboratory of the IDB Group, and its purpose is to drive innovation for inclusion in the Latin American and Caribbean region, by mobilizing financing, knowledge, and connections to co-create innovative solutions capable of transforming the lives of vulnerable populations affected by economic, social or environmental factors.

Another program through which the IDB provides private sector-oriented support is Compete Caribbean, which provides technical assistance grants and investment funding to support productive development policies, business climate reforms, clustering initiatives, and small and medium-sized enterprises in the Caribbean region.

The selected candidate will perform activities related to the origination, client-relations, and monitoring of IDB Lab and Compete Caribbean operations in Belize, including the existing portfolio and pipeline, in coordination with the IDB Lab Specialist based in Jamaica, IDB Lab colleagues based in Headquarters (Washington, D.C.), the Compete Caribbean Team based in Barbados, team members of Belize Country Office, and other colleagues in the IDB Country Department in Headquarters.

IDB Lab-funded projects in Belize are supervised by the IDB Lab Specialist based in Jamaica with the origination, client-relations and monitoring support of a Consultant based in Belize Country Office. Compete Caribbean-funded projects in Belize are supervised by a Team based in Barbados with the origination, client-relations and monitoring support of a Consultant based in Belize Country Office (the “Private Sector Consultant”).

What you’ll do:

The Private Sector Consultant shall perform the following activities:

Origination and Client Relations:

· As a key team member, assists with the development of IDB Lab and Compete Caribbean projects already identified and in various stages of preparation towards approval, identification, origination, and development in Belize, leading those tasks, as required.

· Supervise the implementation of IDB Lab’s project portfolio in Belize. Provide oversight and technical advice so that portfolio operations achieve their developmental objectives (impact, innovation) while also generating expected financial returns when appropriate.

· Lead local analysis and due diligence of projects.

· Support the production of the main knowledge products and the communication strategy in Belize so key messages are disseminated to the most impactful stakeholders and influencers.

· Support initiatives promoted by the Country Office in Belize, particularly those with respect to the innovation and venture ecosystem in the country. This involves an active participation and exploration of synergies with the main ecosystem players, including impactful startups, early stage accelerators, venture capital funds, corporates, key foundations, government, and academia.

Monitoring:

· Prepare monitoring reports to help monitor project risks, targets and impacts.

· Update commitment schedules, bringing anomalies to the attention of the IDB Lab Specialist, IDB Specialist or the Compete Caribbean Team.

·Participate in project inspection visits to review documentation, document discussions, enter the inspection information in the relevant system, and follow-up on agreed actions.

· Participate in project workshops and meetings to document discussions and follow-up on agreed actions.

· Establish and maintain contact with executing agencies, authorities, and other counterparts to properly implement, carry out and monitor IDB Lab, IDB and Compete Caribbean projects.

· Supervise existing IDB Lab and Compete Caribbean projects, including reporting requirements and processing disbursements.

Dialogue

· Lead the development and maintenance of clients relations in Belize, including the dissemination of IDB Lab and Compete Caribbean products and services.

· Build and maintain relationships with the local formal business networks

· Deal with enquiries from the local formal business networks

· Provide potential clients with information about IDB lab and Compete Caribbean opportunities and initiatives

· Attend events organized by local formal business networks

Consultant Clauses:

· Enter new clauses in the project system (Convergene) upon loan or technical cooperation (grant) approval.

· Monitor consultant clauses information in the project system, ensuring accuracy, completeness of data and compliance.

· Review documentation to ensure fulfillment of consultant conditions prior to first disbursement (in particular for technical cooperation), based on criteria set forth in the relevant agreements.

· Prepare correspondence for actions or notifications for the IDB Lab Specialist’s or Compete Caribbean Team’s review and approval, and for distribution internally and externally, utilizing the templates available.

·Review requests for modification of consultant clauses and prepare drafts for the IDB Lab Specialist’s, IDB Specialist or Compete Caribbean Team’s review.

· Follow-up with the IDB Lab Specialist, IDB Specialist or Compete Caribbean Team, and the executing agencies or other counterparts of upcoming consultant clauses due dates.

· Input supporting documentation for fulfillment of clauses and initiate workflows for the IDB Lab Specialist’s or Compete Caribbean Team’s approval.

Procurement:

· Review procurement documents to ensure conformance with Bank’s standard documents.

· Verify documentation for contracting individual consultant, ensuring compliance with Bank’s established procedures.

·Under the IDB Lab Specialist’s, IDB Specialist’s or Compete Caribbean Team’s guidance, review procurement proposals for goods and services and consultant reports verifying compliance with the products and/or activities’ terms of references to support the decision-making process.

· Verify that expenses are included in the procurement plans and annual operations plans (AOP).

· Review terms of reference to verify that activities are consistent with procurement plans and AOPs.

· Enter contracts into the PRISM system, checking the data against the contracts and the Bank’s non-objection, and send related correspondence to executing agencies or other counterparts.

· Once final decision has been made with respect to a procurement activity, prepare responses to the stakeholders and clients.

Disbursements:

·Review all disbursement requests to ensure completeness of documentation submitted and verify that expenses are consistent with established conditions and agreement specifications.

· Assist in the review of the documentation submitted, validating eligibility and soundness of expenses.

· Communicate with the executing agencies or other counterparts on the status of disbursements.

·Enter disbursements and other financial transactions related to projects in the LMS system for validation.

· Assist in the analysis of budget transfers between investment categories by verifying that the documentation is complete, that the accumulated transfer percentages are correct, and upon completion of disbursement cycle, prepare any necessary correspondence (approvals, rejections etc.) in accordance with the relevant templates and guidelines.

· Complete disbursement guidelines checklist.

· Use administrative tools to monitor projects in execution, notifying the IDB Lab Specialist or the Compete Caribbean Team of any deviations, including past due dates, from the portfolio action plan.

· Prepare project and/or portfolio updates and briefings as requested by the country office.

What you’ll need:

· Education: Master’s degree in Business Administration, Economics, Finance or similar studies, or the equivalent combination of education and experience. Certification in Project Management would be an asset.

· Experience: At least five (5) years of relevant professional experience, some of which would preferably have been in the areas of Project Management, Public Administration and strategic planning. Experience in administration of projects financed by multilateral development institutions or other external donors would be an asset.

· Languages: Excellent written and oral communication skills in English are required. Working knowledge of Spanish is an asset.

Requirements:

· Citizenship: You are either a citizen of Belize or a citizen of one of our 48-member countries with residency or legal permit to work in Belize.

· Consanguinity: You have no family members (up to fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB Group.

Type of contract and duration:

· Type of contract: Consultant full time.

· Length of contract: 19 months, with the possibility of extension for up to a total of 36 months.

· Location: Country Office of the IDB in Belize

· Responsible person: The Consultant will be supervised by the designated IDB Lab Specialist. The Chief of Operations in Belize, who coordinates the Bank’s portfolio of projects in Belize, will supervise the consultant on a day-to-day basis, providing guidance/training on operational matters. The consultant will work in coordination with the Operations team in Belize, as well as FMP Fiduciary Specialists assigned to Belize.
