 Provides advice and guidance on all phases of human resources, serves as a consultant to people managers and unit leadership, and manages recruitment strategy and coordinates the interview process. Facilitates trainings, provides strategic planning and budgeting guidance, and performs complex data analysis for senior management.
 The Department of Physical Medicine and Rehabilitation is seeking a full-time Personnel Administrator. The incumbent will be responsible for managing all aspects of the Department’s human resources and payroll activities for faculty, post docs, staff, students, and paid visitors. This position provides advice and guidance on all phases of human resources and payroll activities, policies, procedures, regulations, and programs. This position serves as the primary department liaison with the Offices of Faculty Records, Human Resources, Payroll, International Services, Export Control and Compliance, and Conflict of Interest. Primary responsibilities of this position include processing and monitoring all faculty, staff, and post doc/visiting scholar appointments/promotions/terminations and visa requirements for international employees; tracking employment eligibility; completing biweekly time records; compliance requirements (MyDisclosure, ProVerify for child clearances, etc.); provisional and annual evaluations; managing all aspects of position development within Talent Center for new faculty, staff, and post doc recruitment requests; providing one-on-one guidance to each new recruit throughout the University onboarding process; reviewing payroll registers; advising faculty on recruitment and onboarding process and assisting faculty with tenure and promotion packets; facilitating trainings for employees; maintaining personnel files and department personnel tracking system. This position requires knowledge of human resources and payroll policies, practices, regulations, and procedures for staff as well as faculty appointment and promotion policies and procedures. Salary and personnel information is maintained by the position. This position responds to employment-related inquiries and resolves complex employee issues and concerns and requires discretion and the use of proper safeguards to ensure confidentiality is maintained. Requires minimal supervision. Work is expected to be performed autonomously. Advanced problem solving skills are required. A Bachelor’s degree plus a minimum of 3 years human resources and payroll experience in a university setting is preferred.

Essential Functions Provides advice, guidance, and support on all phases of human resources, serves as a consultant to people managers and unit leadership, assists with recruitment strategy, and coordinates the interview process. Facilitates trainings, provides planning guidance, and performs complex data analysis for senior management. Serves as a primary contact on multiple planning and evaluation of resource projects. Handles all payroll activities including reviewing and correcting record changes, payroll actions, employment forms, and payroll registers. Initiates employee actions for staff, academics, temporary employees, and students. Develops new procedures and policies to improve payroll processes. Oversees recruitment actions, requests, and reclassifications. Creates and maintains database and prepares complex reports and proposals. Facilitates the automated salary increase process and ensures accuracy and compliance with policies and regulations.
