METROPOLITAN DEVELOPMENT AND HOUSING AGENCY HUMAN RESOURCES DIVISION Position Open: January 2, 2025 Position Closing Date: January 24, 2025Job Announcement Position: PLANNING & DEVELOPMENT ANALYST In Office Work Salary Range: $71,006 – $81,030 The Planning & Development Analyst for supporting the Director of Planning and Development in feasibility studies, financial analysis, underwriting, and funding strategies for MDHA’s development activities. Our Mission is to create affordable housing opportunities, support neighborhoods, strengthen communities and help build a greater NashvilleESSENTIAL FUNCTIONS: • Conduct detailed feasibility studies for various potential real estate development projects, such as affordable housing, community facilities, and other community development activities. • Perform financial underwriting and prepare pro forma analysis to assess the viability of proposed developments, using knowledge of MDHA asset performance and analysis of competitive properties. • Effectively engage with all functional areas within the organization to align project design, financing, and implementation with strategic objectives and become a trusted partner. Perform proforma financial analysis and carry out underwriting tasks relating to project costs, supply/demand dynamics, and analysis of competitive properties. • Analyze market trends, demographic data, and economic factors to inform project planning and decision-making. • Responsible for the administration, analysis, and review of MDHA’s bond and Low-Income Housing Tax Credit applications, including eligibility review, scoring review, financial feasibility review, and assisting in gathering supporting documents. • Assist in the creation of project budgets and schedules. • Assist in preparing and submitting funding applications for affordable housing and community development projects. • Support negotiating and managing contracts, partnerships, and funding agreements. • Represent MDHA as the Owner/Developer through financing and permanent loan conversion. Coordinate and attend regular project financing meetings, manage closing checklists, prepare and coordinate the submission of required documents, and respond to information requests from financial and funding partners. • Prepare comprehensive reports and presentations summarizing feasibility findings, financial analyses, and strategic recommendations. • Review pro formas with the operations and asset management teams to ensure a smooth transition upon opening. • Demonstrate a strong understanding of regulatory and policy changes affecting affordable housing and community development initiatives. • Visit sites regularly to evaluate progress and make assessments to gather critical information for future project planning and analysis. • Contribute to evaluating and improving existing real estate development processes and methodologies. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Behavioral Skills: Ability to design, organize, and conduct a feasibility study; ability to participate in planning and meetings with state, city, and other public and private officials; Ability to use tabular and statistical data; Ability to use tact and similar qualities necessary in meeting and communicating effectively with others. Ability to maintain records and prepare reports and correspondence related to the work Technical Skills: Knowledge of estate development planning finance; Knowledge of techniques involved in the collection and organization of physical, social, economic, fiscal, legal, and other data used in real estate development planning and finance. Knowledge of socio-economic problems. Knowledge of sources of market data. Physical Skills: Willingness, mental and physical ability to perform the duties involved in this classification. Ability to perform work with or without an accommodation that requires sitting, standing, and walking; dexterity of hands, clarity of vision, speech, and hearing, and powers of observation; other physical duties as required. Financial Skills: Knowledgeable of financial operations in the planning and development process REQUIRED EDUCATION, EXPERIENCE AND LICENSES: Bachelor’s Degree in finance, real estate, urban planning, business administration, accounting, or related field. Three (3) to five (5) years of experience in real estate underwriting, the low-income housing tax credit industry, multifamily bond finance, affordable housing lending, and/or related financial experience is required. Previous multifamily affordable housing underwriting experience or lending with HUD-related programs is preferred. Candidates with accreditation earned in foreign institutes are encouraged to apply EQUIPMENT USED General office equipment and automobile.
