INTRODUCTION:

CARE Somalia/Somaliland is an International NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance. CARE is seeking applications from qualified candidates for the positions of Partnership and Business Development Manager based in Mogadishu & Garowe.

JOB SUMMARY

Role Profile

The Partnership and Business Development Manager is a senior position that provides technical leadership to the Country Office on partnership and promoting localization. S/he will work closely with CARE Somalia Program Coordinators and Project Managers to roll out the Country Office Strategic Partnership strategy. S/he is instrumental in ensuring that CARE International in Somalia is a strong and reliable partner of choice of Somalia Women Led and other relevant organizations and that these partnerships contribute significantly to the achievements of CARE’s gender-transformative Country Program Strategy. S/he will play a key role in fostering mind-set change and promoting the upholding of core partnership values, including those of equality, accountability, transparency, and centrality of gender. S/he will be responsible for developing appropriate skill shifts required of field staff and other staff as we move from being a direct implementation organization to a partnership/facilitation organization.

S/he is responsible for developing, rolling-out and regularly updating a Partnership Strategy of CARE in Somalia that is inspired by and compliant with the CARE International Vision 2030, the CARE International Partnership Paper, CARE’s sub-award policy and the Country Program Strategy. S/he will be responsible for the provision of technical leadership and internal coordination of all partnership related activities. She/e will work closely with program and finance teams at all levels to ensure that CARE’s partnerships are implemented in accordance with CARE’s values, policies, strategies and are well maintained and properly communicated. The position holder is responsible to facilitate the identification of strategic partners, maintain relations for mutual learning and capacity enhancement. Besides, the position holder will lead the monitoring of partner’s performance for timely corrective actions and mutual accountability. Maintaining smooth communication, networking and team management are important functions of the position holder. The position holder is responsible for building the skills of staff (CARE and partners) to understand and apply approaches and frameworks in the areas of partnership and accountability. S/he will increase the visibility of CARE’s work to donors and peers, including governmental, non-governmental, private sector, research institutes and community partners.

S/he will be a key asset of business development and growth in line with CARE Somalia Strategy 2024–2030, leveraging on the donor relations, potential of private sector foundations and philanthropic institutions to increase their financial investment in the work and mission of CARE in Somalia. The position will support the programs team engage the community of public, state and private entities in the development of innovative programs for subsequent submissions to donors. S/he plays an important role in advocating for proposals to reflect CARE’s innovative program and approaches.

ROLES AND RESPONSIBILITIES.

Partnership strategy development and strategic direction

– Lead on CARE Somalia’s Partnership strategy design aligned to CARE International Vision 2030, the CARE International Partnership Paper, CARE’s Subaward Policy and CARE’s Gender-Transformational Country Program Strategy

– Lead the development of approaches and standard operating procedures (SOPs) with clear roles and responsibilities across teams to facilitate the putting in practice of the Partnership Strategy.

– Ensure CARE Somalia’s Partnership Strategy design is aligned with Humanitarian Principles and grounded in Somalia/Somaliland realities.

– Finetune partnership strategic ambitions and set SMART goals for localisation and collaborations.

– Provide strategic direction, and technical leadership to CARE Somalia’s partnership approach and scaling up CARE’s successful models through local organizations, including Women Led Organizations.

– Facilitates the adoption and ensure implementation of strategic partnership guidelines and other CARE standards as appropriate.

– Participates in different partnership related task forces and working groups within CARE, at national and international level and others as needed.

– Build capacity of staff and colleagues to implement the partnership strategy through coaching, advice, and the provision of training

– Represent CARE in partnership forums, in cross visits within CARE and with other organizations as delegated/authorized.

Diversifying and Strengthening the Engagement and Management of Partnerships with Women Led Organisation:

– Identify the most appropriate partners based on shared values and goals and a robust understanding of their goals and interests.

– Facilitate orientation of new partners and nurture relationship & alliance with partners, including women-led organizations, peace building partners and private sector players

– Coordinates the partnership selection committee and lead the process for selecting CARE partners (strategic and implementing partners).

– Together with the grants management team participate in due diligence assessment (DDA) for partners.

– Support the projects design process by ensuring that partners are fully engaged with the process and comfortable with the intervention and plans that are developed.

– Working with grants management support Program and Finance Teams to put in place partner funding agreements in compliance with CARE Partnership Policy and SOPs.

– Lead the development and negotiation of MoUs with strategic partners.

– Working with the grants management support Program and Finance Teams to deliver inception workshops with every new sub-grant to ensure proper execution and compliance with CARE and donor requirements, including on gender equality and inclusion.

– Promote adherence to standards and best practices in championing the locally led agenda.

– Identify, establish, and maintain productive relationships with a range of stakeholders and potential partners.

Establish staff and key partner induction and on-going training processes on CARE partnership standard and approaches.

– Continuously updates staff and partners on emerging issues to enhance and sustain conceptual clarity and awareness of partners and others’ best practices.

– Design and coordinate capacity assessments for the full range of different partnerships of the strategy, including strategic partners and implementing partners.

– Design tools and coordinates establishment of capacity building plans for partners, based on capacity assessments and needs as per donor and CARE requirements.

– Ensure planning, budgeting, and implementation of budgets for partners capacity building activities.

– Coordinate, monitor and document delivery of capacity building to partners.

– Work closely with Program Managers and Technical Advisors to build capacity of partners on gender equality, including CARE International core approaches..

Collaborating, Learning and Adapting (CLA).

– Sets up system to monitor CARE’s partnership performance/achievements & ensure consistent actions.

– Review, strengthen and where necessary redesign CARE Somalia’s partnership approach, policies, and ways of working.

– Coordinate partnership review processes by projects on their partnership practices and facilitate improvement.

– Coordinate partner evaluation processes by projects on delivery by partners and facilitate improvement.

– Together with other PQL Advisors, lead the formulation of the partnership research agenda and support the documenting, lessons, and promising practices on CARE Somalia’s localisation agenda.

– Conduct annual partnership learning forum for all partners to discuss and learn how to improve CARE Somalia partnership processes, communication, and strategies with partners.

– Lead and support the implementation of positioning strategies for CARE, including the cultivation of partners, events, publications / materials, etc.

– Provide inputs on strategic materials produced by the UN, Federal Government of Somalia, NGO Forum, and other key stakeholders.

– Shares lessons/results of partnership and promotes inclusion in new and ongoing strategies, initiatives, and projects.

– Promotes harmonisation of partnership approaches across program thematic areas.

Business Development

– In close collaboration with the pillar coordinators, proactively support engagement on a strategic basis with institutional donors in order to facilitate technical programme exchanges; identify key areas of potential cooperation including program funding; and ensure the building and management of CARE’s relationships with institutional donor representatives within a country and multi-country context, building on CARE’s track record and reputation.

– Increase CO visibility – internal/external by mapping or identifying visibility opportunities for the CO (e.g., technical working groups, NGO forums, donor events as well as CARE events, webinars, meetings, places to share about the CO’s most recent evidence and documents, etc.).

– Together with the Grants and Sub-Awards team identify and improve key financial and administrative processes and procedures to ensure greater flexibility.

– Establish and maintain a partnership dashboard to monitor compliance and proper execution of the CI partner funding agreement policy from pre-Award to close-out stage.

– Work closely with the finance, Grants Management, and program teams to support the pre-awards and post-awards processes in accordance with CARE policies and requirements.

– Support the grants team in documenting project close outs with partners using the close out checklist and sure close-out processes are conducted in accordance with requirements and are properly archived..

QUALIFICATIONS

Education

· – Bachelor’s degree in Economics, Gender studies, development studies or humanitarian studies or related field

– Master’s degree in gender studies, development studies or humanitarian studies or related field is desirable

– Post-graduate qualification/training in a relevant subject involving research methods & statistics is desirable

.Experience:

  • Minimum 5 years of experience of working in development or humanitarian assistance, including with international NGOs.
  • Minimum 4 years of experience working in a position focused on partnerships.
  • Minimum 3 years of experience in a position that involves capacity building.
  • Strong knowledge and understanding about concepts of partnership, localization, gender equality and related concepts.
  • Firm believer and experience in promoting gender equality, diversity, inclusion and PSEAH (Safe-guarding).
  • Proven technical and managerial ability, sound judgment, and ability to interact and work effectively with others at all levels.
  • Excellent demonstrated analytical skills in the field capacity building and partnership, understanding of different stakeholders, and a progressive perspective and ability to articulate image that reflect CARE’s efforts as a champion of the gender equality.
  • Proven experience in designing and rolling out strategies.
  • Excellent and proven planning, organizational, analytical, and decision-making skills.
  • Excellent verbal and written communication skills in English and Somali (Added value)
  • Excellent demonstrated analytical skills in the field capacity building and partnership.
  • Demonstrated excellent networking and negotiation skills.
  • Proactive, initiative taker who builds partnerships and relationships within and outside of CARE.
