JOB DESCRIPTION
General Minimum Requirements
- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using a manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
- Diplomatic experience or experience working in political affairs with international organizations or governments
- Experience in preparing analytical reports
- Excellent communication and drafting skills
- Knowledge of regional political history and developments
- Diplomatic and negotiating skills
- Some knowledge of the OSCE principles and commitments
Level of Professional Competence Requirements
Education: First-level university degree in international studies, public policy, political science or law or related fields
Experience: Minimum 6 years of relevant professional experience
Mission Specific Requirements:
Mandatory:
- International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located;
- Minimum three years” experience in Project Cycle Management, including project design, implementation, reporting and evaluation;
- Experience in writing project proposals;
- Knowledge of evaluation methods, tools and approaches, including quantitative, qualitative and participatory;
- Experience in planning and implementing monitoring and evaluation (M&E) systems;
- Strong analytical, organizational and planning skills;
- Ability to prioritize and handle multiple tasks under tight deadlines;
- Strong facilitation and interpersonal skills;
- Ability to operate in a cross-cultural environment requiring flexibility;
- Professional fluency in written and spoken English;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and diverse political views, while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Computer literate with practical experience with Microsoft applications.
Desirable:
- Knowledge of the region, including local languages;
- Experience in budget management
Tasks and Responsibilities:
Under the direct supervision of the Chief of Policy, Planning, Monitoring and Evaluation Unit (PPMEU), the incumbent will be responsible for:
- Co-ordinating the Mission”s monitoring and evaluation (M&E) processes and identifying lessons learned to improve current M&E practices and tools; monitoring the implementation of Mission strategies and programmes and advising on areas for adjustment to meet goals and objectives;
- As the Mission”s primary evaluation focal point, co-ordinating with PESU and OIO to ensure proactive Mission compliance with OSCE evaluation policy and evaluation best practices; providing training in M&E for project managers as needed;
- Overseeing the Mission”s evaluation plan and co-ordinating with programmatic staff to develop, as required, specific Terms of Reference (TOR) for designing and implementing baseline and evaluation studies; co-ordinating and supporting ex-ante programme/project evaluations and sharing findings with senior management;
- In co-ordination with the National Project Compliance Officer, overseeing development, revision and implementation of ExB projects to ensure compliance with CMRS and sound financial management, including review of financial reports;
- Collecting, compiling and analysing project and other programme reports prepared by Mission departments and preparing consolidated progress reports for senior management; regularly reviewing monitoring and project reports to identify bottlenecks in project implementation;
- Supporting the development and implementation of Mission policies and strategies through research and analysis of previous programmatic work and the operational environment, in co-ordination with the Political Affairs and Communications Unit (PACU) and the programmatic departments;
- Performing other duties as assigned.
