The British Consulate General in Jerusalem has a vacancy for a Policy and Programme Manager under the Economic Development and Institutions Team (EDIT), job grade Higher Executive Officer (HEO), on a permanent contract.

The successful candidate will lead and support economic development and governance programme management in the British Consulate General’s (BCG) Economic Development and Institutions Team (EDIT) alongside helping to deliver UK policy.

In particular, the role will lead the programme management of EDIT’s £91m Supporting Economic Empowerment and Development (SEED) programme and any potential successor as the Programme Responsible Owner (PRO). As PRO, you will report to the SEED’S Senior Responsible Owner (SRO). SEED provides economic development assistance in Palestine to tackle some of the binding constraints to sustainable economic growth and job creation, working to increase the sustainable supply of water and energy, and improve trade and support private sector development. Its main components are:

  • Support to the World Bank (WB) through its Multi Donor Trust Fund (MDTF), focusing on water and energy (up to £52m)
  • A Trade Facilitation and Customs Support (TFCS) programme, delivered by an FCDO funded provider (up to £30m); and
  • The Office of the Quartet (OQ), a UN special project, with UK assistance supporting analytical work and facilitation between the parties in the areas of water, energy, trade and movement, and clearance revenues and customs – up to £7.4m.

The jobholder will also provide programme management support to EDIT’s governance portfolio and potentially other programmes in BCG. This is likely to include programme management support for components under the Empowering Palestinian Institutions and Civil Society (EPICS) programme, working with the SRO, PRO and policy leads.

The jobholder will be responsible for the day-to-day management, coordination, and oversight of programme implementation they work on. This includes ensuring delivery is aligned with strategic objectives, delivers value for money, effectively manages risks, and complies with the UK Foreign, Commonwealth and Development Office (FCDO) programme management standards. The role combines programme management, stakeholder engagement, financial oversight, and policy support, with a focus on delivering results in complex and often fragile contexts.

The role places a strong emphasis on integrating policy analysis and engagement into programme delivery, specifically in relation to critical economic constraints and opportunities in trade, water, and energy sectors. This includes ensuring that programmes not only deliver results on the ground, but also inform and influence policy reform, regulatory frameworks, and institutional strengthening in these areas.

Duties and responsibilities:

1. Programme Management and Delivery

  • Oversee implementation of the SEED programme as PRO, ensuring delivery against logframes, milestones, and budgets
  • Oversee the inception and/or implementation of other EDIT or BCG programmes as needed, including potentially acting as PRO.
  • Manage programme cycles, including design, business case development, delivery, monitoring, and closure, ensuring transparency requirements are met.
  • Ensure compliance with the requirements of FCDO’s Programme Operating Framework (PrOF).
  • Identify risks and support mitigation strategies in line with FCDO’s PrOF.
  • Provide input and advice into the development of new Business Cases as required.

2. Financial and Commercial Oversight

  • Monitor programme expenditure, forecasts, and financial performance
  • Ensure value for money and efficient use of resources
  • Manage relationships with suppliers, implementing partners, and contractors
  • Work with Procurement and Commercial departments and lead commercial contract amendments as required.

3. Monitoring, Evaluation, and Learning (MEL)

  • Ensure robust results frameworks and performance monitoring approaches are in place, including through site visits and harnessing BCG’s independent monitoring and evaluation programme PalMEL.
  • Track outputs, outcomes, and impact, ensuring that a clear theory of change links programme activities to the intended outcomes and impact; and design and adapt programmes to changing contexts based on learning and feedback
  • Support evaluations, reviews (e.g. annual reviews, midterm reviews), and learning processes
  • Use evidence to inform adaptive programming and decision-making

4. Stakeholder Engagement, Partnerships and Comms

  • Build and maintain effective relationships with:
  • Government counterparts
  • Multilateral organisations
  • Private sector partners
  • Delivery partners
  • Support policy dialogue and influencing work in line with programme objectives, including engagement with partners in formal governance structures, and through quarterly partner meetings.
  • Lead on developing information and communication products related to the UK’s economic development and governance work.

5. Policy and Strategic Support

  • Act as programme-level focal point for policy and programme queries related to the SEED programme
  • Provide analysis and advice to support policy and strategic decision-making in relation to economic sectors such as trade, water, and energy sectors.
  • Prepare briefings, submissions, and reports for senior management
  • Support representation in internal and external meetings
  • Contribute to programme strategy, including pipeline development

6. Cross-office

  • Proactive engagement in cross-office forums including the programme and policy board.
  • Contribution and input into office-wide programme planning exercises and reviews.
  • Contribution to BCG corporate objectives.

The above list is not exhaustive, and the jobholder will be required to be flexible and take on other ad hoc tasks as required, including participating in the Consulate General’s emergency planning and any other response to a crisis affecting UK Citizens. The jobholder will be required to undertake such tasks as may reasonably be expected within the scope and grading of the post.   • Monitor, learn and adapt – This competence is about using a wide range of information to monitor and track programme results; to draw on and generate learning during the programme cycle, adopting deliberately adaptive interventions where appropriate.

Essential qualifications, skills and experience

  • Strong understanding of the political and programming context for economic development and governance work in Palestine.
  • Experience managing all aspects of the project cycle for large, complex and politically sensitive programmes.
  • Strong communication skills in English and Arabic both oral and written. With ability to communicate clearly, confidently and persuasively when speaking and writing.
  • Good working proficiency in Microsoft software, including excel.

Desirable qualifications, skills and experience

  • Understanding of the development sector in Palestine.
  • Ability to analyse information and write succinct summaries with recommendations to influence decision-makers.
  • Experience in policy development and strategic priority setting.
  • Risk management of large, high-risk programmes in a way that complies with FCDO PrOF rules and relevant UK legislation (i.e. UK counterterrorism, Equality Act 2010).

Eligibility:

If you are selected for this position, the Consulate General will be able to employ you as long as you:

  • Receive the appropriate level of standard security clearance; and
  • Have the ability to work from Jerusalem office or hold a valid local permit or be able to secure one to work in Jerusalem.

Working hours:

The Consulate General aims to offer an attractive working environment and remuneration package for this role. No accommodation nor relocation expenses are payable in connection with this position.

This position is for a full-time employment on a permanent contract basis, subject to a 6-month probation period.

Conditioned working hours are 38 hours per week. Normal working hours at the Consulate General are Monday to Thursday from 08:00-16:00 and Friday from 08:00-14:00. Some remote/ home working may be possible, in agreement with the line manager and in line with Corporate Services’ practice and subject to operational requirements following successful completion of the probation period.

The Consulate General actively promotes learning and development including through a dedicated learning and development committee. All staff have the opportunity to develop their own personal development plan and receive feedback and support from their line manager. Staff have access to activities organised by the learning and development committee and to a range of online learning opportunities through the FCDO’s International Academy. The jobholder will be offered other learning and development opportunities in line with the requirements of the role. The Consulate runs regular workshops and teach-ins from experts on different topics, open to all staff.

Some mandatory and essential training are required at the start of the role (security, introduction to our IT systems etc), and other mandatory courses must be completed as well, including on health and safety, data protection and bullying and harassment.
