USGI is seeking a North Africa and West Bank Program Assistant to provide programmatic, contractual, logistical, and administrative support to the INL/AME North Africa and West Bank team to assist with all regional and bilateral portfolios. The Program Assistant will assist the INL/AME North Africa and West Bank Team Lead and the other INL/AME North Africa and West Bank team Program Officers in the development, implementation, and monitoring of the INL programs throughout the region. The Program Assistant will also work with his/her counterparts, such as INL sections at embassies, other domestic INL offices, etc., to ensure that INL programs address the priorities of the Department, Bureau, and post and that the programs are on track to meet outlined goals. The Program Assistant will organize and attend meetings, research background information, draft papers, review reports, and provide other programmatic and budget support related to the assigned portfolio in consultation with the Team Lead. The Program Assistant may travel in support of the INL/AME programs to the region. Work will be conducted at primarily at two sites: Main State (HST) and Columbia Plaza (SA-1).

The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering crime, illegal drugs, and instability abroad. INL advances U.S. national security and foreign policy interests by helping foreign partners build, reform, and sustain effective criminal justice systems to disrupt illicit drugs and transnational organized crime – addressing these threats at their source before they reach the United States, hurt U.S. citizens, and damage U.S. businesses.
INL’s Office of Africa and the Middle East (INL/AME) is responsible for the development, supervision, coordination, and implementation of international narcotics control and anticrime foreign assistance activities and policy for Africa and the Middle East.
DUTIES & RESPONSIBILITIES

REPORTING AND RELATIONSHIPS
The Program Assistant will report to his/her contracting company. The contracting company works most closely with the INL Contracting Officer (CO) and Contracting Officer’s Representative (COR). The Program Assistant shall receive direction from the INL/AME on-site supervisor, and shall maintain open, timely, and effective communications resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
LEVEL OF EFFORT
Hours for this full-time position will be the core hours of INL/AME: Monday through Friday, 8 hours per day, 5 days a week.
TELEWORK
If applicable, telework is authorized only with prior INL Office Director, Contracting Officer, and Contracting Officer’s Representative approval, in accordance with Department of State and INL policies.
SUPPLEMENTAL HOURS
Supplemental hours are authorized in accordance with the award and shall not exceed the designated ceiling.
POSITION LOCATION
The physical work location is INL/AME office at State Annex 1 (SA-01), Columbia Plaza, 2401 E St. NW, Washington, DC. This position requires consistent in-person presence at the designated duty location.
GOVERNMENT FURNISHED EQUIPMENT
DOS will provide office space, computers, phones, and other required equipment and supplies necessary to complete all job requirements. DOS will own and maintain all government furnished property.
CLEARANCE
A Top Secret security clearance is required for this position; work may begin with an interim Top Secret security clearance.
TRAVEL
This position may also require travel to the North Africa and West Bank regions to support INL sections as needed. Travel is authorized for this position in accordance with the award and shall not exceed the designated ceiling.
TRAINING
This BPA Call provides for mandatory training for DOS-specific equipment, systems, and processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly and in accordance with Department policy. This training does not require INL Contracting Officer (CO) approval.
Travel related training (i.e., FACT (CT650), HTSOS-C etc.), may be required, if applicable. The PM shall coordinate with INL/EX/GAPP to determine if applicable and if INL Contracting Officer approval is required prior. All other training requires INL Contracting Officer approval.
