The WPE Program Officer will work for IRC Women Protection and Empowerment (WPE) program in Ninawa and IRC partner in Sinjar to ensure that activities are provided following IRC – WPE standards including policies and strategies. She will oversee the provision of safe and appropriate protection response and prevention services and interventions to reduce risks faced by women and girls in Sinjar. The WPE Program Officer will be responsible for providing technical guidance, training & support to the local partner staff including case workers and mobilizers and coordinating with the stakeholders in Sinjar. In addition, the WPE Program Officer will be responsible for coordinating with Ninawa government entities and other stakeholders to enhance collaboration and ensure effective implementation of WPE activities. This includes building and maintaining relationships with local authorities, NGOs, and community leaders to support the delivery of WPE prevention and response services.
Major Responsibilities:
Program implementation and quality
·Reinforce adherence to the protection guiding principles throughout all WPE activities.
·Plan and oversee the provision of case management services and psychosocial activities at the Women and girls’ safe space (WGSS).
·Support the development of structured WGSS activities for women and adolescent girls – using the Women Rise and Girl Shine curricula, and any other related curricula.
·Overseeing the establishment and roll-out of the WPE community mobilization strategy, GBV assessments, and safety audits.
·Oversee the referral mechanisms, and lead on the maintenance and regular/timely updating of the service mapping and referral pathways.
·Assess implementation progress and identify technical quality issues or other concerns, to be flagged to the WPE Sr. Manager, and propose solutions.
·Seek technical guidance and support from the WPE SR. Manager on activity development, implementation, and available resources.
·Request program needs including supplies, training, etc, in coordination with supply chain.
·Facilitate and provide the Discussion Groups with the partner staff.
Program Monitoring & Reporting
·Ensure all program activities and services are fully documented using agreed monitoring tools for systematic and timely data collection on activities; submit monthly report and tracker on activities led, success stories, lessons learned, etc.
·Submit Monthly report of the activities in Sinjar implemented by IRC partner.
·Conducting satisfaction surveys for the partners’ violence survivors on monthly basis.
·Shadowing and mentoring visits to the partners’ prevention activities.
·In collaboration with the WPE Sr. Manager and capacity building Officer, identify capacity building needs of the partner and Ninewa stakeholders, and provide training accordingly.
Coordination & Representation
·Work closely with IRC partner and other service providers to develop and maintain functional violence referral pathways in Ninawa. Develop and maintain effective working relationships with other service providers and relevant stakeholders including community members and other implementing partners in Ninawa.
·Other duties as assigned by the WPE SR. Manager and WPE Coordinator.

Position technically supervised by: WPE Senior Manager.
Position directly supervises:NA
Indirect Reporting: WPE data and program senior officer, and WPE Coordinator.
Internal: Broader IRC Iraq team including other IRC Iraq Programmes (ERD, Child Protection, and Protection/Rule of Law), Grants Department, Supply Chain, HR and Finance Departments.
External: Close collaboration with other humanitarian actors, local NGOs, UN agencies, government service providers.
Minimum Qualifications:
·Education: Bachelor’s degree in relevant field (Social Work, Psychology, Sociology, women Studies, etc.).
·Work Experience: Minimum of 2 years relevant experience
Demonstrated Skills and Competencies:
·Clear understanding of human rights, and issues surrounding violence against women and girls.
·Experience in counseling, social work, women’s rights, or another related field.
·Understanding of case management, PSS, and life skills to promote survivor healing and recovery.
·Demonstrated understanding of and ability to maintain confidentiality and respect for clients/beneficiaries.
·Previous experience leading teams on response and risk reduction strategies.
·Positive and professional attitude, including ability to lead and work well in a team setting.
·Excellent organizational, communication and management skills.
·INGO experience preferred.
