- Role and responsibilities
The Site Management Officer – Site environment and improvement, will be the focal point in NRC’s Site Management team when it comes to the interventions in the physical environments in displacement sites. This will include both direct implementation and works completed through the community.
NRC’s Site Management strategy is based on a community approach which looks to establish and support community site management committees in displacement sites, Site Management Officer – Site environment and improvement will be responsible for supporting Site Management committees to do physical works in sites to improve the living and safety conditions of residents. This will be primarily through the development of improvement plans which will be implemented by the community with the support of NRC primarily through small cash grants. Works may involve small scale infrastructure or water and sanitation works, site leveling and accessibility works, lighting and energy, or work related to flood and disaster preparedness. The Site Management Officer – Site environment and improvement will be expected to work closely with committees to support them to develop site improvement plans and to provide technical support throughout the implementation of the project while ensuring that the committees and the communities they represent retain ownership and control of the project and decisions. Where and when appropriate the Site Management Officer – Site environment and improvement may also work with communities on site planning activities that better arrange the site according to improve living conditions.
NRC may additionally complete works in sites directly, this may include but will not be included to communal solar lighting and energy, flood and disaster response.
NRC Site Management team is working with the Site Management Working Group to conduct assessments of sites, so that information about sites and the needs within those sites is available to guide the humanitarian response as a whole. The Site Management Officer Site environment and improvement will be expected to work with the other Site Management officers to ensure that technical information is available.
NRC Site Management team supports other NRC programming with access to sites and information regarding sites to inform relevant and effective implementation, the Site Management Officer – Site environment and improvement will be expected to work closely with other NRC programmes where required to support the effective delivery of overall NRC programming.
This position will require significant field work and direct engagement with the communities the project is supporting.
Generic responsibilities

Specific responsibilities
- Daily engagement with Site administrators, focal points and community committees, along with other members of the community and service providers, ensuring the displacement sites of responsibility maintain a minimum level of dignified conditions.
- Assist in supporting the community to identify and implement small-scale projects related to the care and maintenance of the site, this may include site infrastructure and conditions.
- Support site planning either through support and advice provided to site administrators, focal points or community committees, or through direct implementation depending on the context.
- Assist in capacity building of Site Management Committees, community groups etc. especially regarding care and maintenance activities and site planning.
- Contribute to assessments of displacement sites, especially in relation to infrastructure, safety, flood and other risks.
- Lead NRC direct implementation of site improvement works, including leading on procurement and installation of communal solar lighting.
- Ensure coordination and communication with external contractors and assist in the documentation of the works and the payment procedures.
- Participate in any other related activity in coordination with the supervisor.
- Promote and share ideas for improvement of site infrastructure and project implementation.

- Relevant academic background in engineering
- Significant experience working with NGOs potentially either in Site Management, shelter and/or WASH positions in a development or humanitarian/recovery context.
Context/ Specific skills, knowledge and experience:
- Native Arabic speaker and good command of English.
- Working proficiency in English.
- Experience working with displacement communities and in displacement sites.
- Strong knowledge and understanding of the local context, including socio-cultural, political, security and humanitarian situation.
- Good understanding of the humanitarian system and procedures.
- A commitment to the provision of humanitarian assistance according to global and local best practices.
- Strong diplomatic skills with experience of effectively communicating with stakeholders, including partner agencies, local authorities and community leaders.

Additional Information:
Contract duration: Open End.
Working hours: 40 hours/week, Sun-Thu (5 days per week)
