Job Title: Shelter and Settlement Team Leader  

 Duty Station: South Kordofan, Kadugli

DRC has been present in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile.  Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

Overall  Purpose of the Role :

  • Lead the implementation of shelter and settlement activities within Kadugli and South Kordofan area (including surrounding areas).
  • Manage the entire response project cycle, from design to implementation, monitoring and evaluation, and reporting.
  • Supervise and manage staff in the area office.
  • Deliver technical support and guidance to the team
  • Ensure the quality of the planning, implementation, and follow-up of all technical aspects of DRC’s response activities
  • Develop and maintain good relations with the persons of concern, relevant stakeholders, and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities              

Responsibility and Tasks:

The job holder’s tasks and responsibilities include, but are not limited to:

Staff Management

  • Manage the shelter and settlement officers and Assistants, in collaboration with the Area Manager/Area Programme Manager.
  • Identify team training needs aligning with project scope and challenges.
  • Conduct staff training and support capacity development initiatives.
  • Incorporate PSEAH (Protection from Sexual Exploitation, Abuse, and Harassment) into staff goals and KPIs.

Programme and Operations

  • Manage and ensure efficient and effective program implementation while following the budget and work plan
  • Provide technical support and inputs on all shelter activities.
  • Highlight and report project related challenges to the area manager and the technical coordinator.

Monitoring and Evaluation

  • Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors
  • Lead the team in carrying out monitoring and evaluation exercises
  • Update project documentation and explore new partnership opportunities.
  • Coordinate activities efforts with other sectors and stakeholders.

Promote an integrated, area-based approach to the humanitarian response

Partnership management

  • Organize monthly or quarterly meetings with the partners, review the implementation and budget management, and recommend remedial actions.
  • Coordinate with the Area Manager to review partner’s reports (narrative and financial)
  • Support the implementation of partner capacity-building plans.

Communication and visibility

  • Implement activities in line with the donor and project visibility and communication requirements/strategies
  • Identify any issue that would require advocacy work and flag them to the emergency response manager
  • Identify any advocacy that is being done in the field by the organization and share the information with the emergency response manager.

Coordination and representation

  • Collaborate with relevant internal and external technical experts on sector-relevant issues
  • Represent DRC at meetings and other relevant technical coordination meetings at the area level
  • Ensure integration with other DRC sectors.

Project implementation

  • Develop project plans and budgets to line with the project target and activities.
  • Develop project tools in collaboration with the technical lead.
  • Project implementation and reporting on regular basis.
  • Monitor and evaluate projects with regular communication with the MEAL department.

Logistics/Finance

  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up
  • Proactively plan logistics and movements of staff and goods from and to different operational areas
  • Initiate procurements and closely follow up with the supply chain team to ensure their execution

Ensure distribution plans are prepared and shared with logistics in a timely manner                     

Experience and technical competencies: 

  • Bachelor’s degree with 3+ years of humanitarian experience in technical areas like WASH, Shelter/NFI, and CCCM.
  • Prior work experience in complex and volatile contexts, with Kordofan/Sudan experience considered a plus.
  • Minimum 2 years of emergency response management within humanitarian NGOs.
  • Experience in leading assessments, distributions, planning for activities, and Community engagement.
  • Proficiency in MS Office (Word, Excel, PowerPoint) and experience with tools like ODK, Kobo, and data analysis.
  • Excellent communication skills in both English and Arabic is mandatory (written and spoken).

Advanced computer skills for report writing.

Education: (include certificates, licenses etc.)

  • A postgraduate degree in a field related to emergency response, DRR, or related field.

A good knowledge of humanitarian cash transfer programming.

            Languages: (indicate fluency level)

  • Fluent in English (both oral and written)

Fluency in written and spoken Arabic is mandatory

Salary range: USD 1836-2068
