Purpose of the position: This position will support the continued implementation and strengthening of Gavi’s Zero Dose Implementation Programme (ZIP) by providing technical guidance and engaging in a hands-on way with ZIP implementing partners, sub-grantees, Gavi Secretariat teams, and Alliance partners. This role will also help to shape Gavi’s evolving approach to supporting immunisation in humanitarian settings.

THE ROLE
Gavi pursues an ambitious mission across its portfolio of countries to save lives and protect people’s health by increasing equitable and sustainable use of vaccines. Traditionally, Gavi has engaged primarily with and through Governments and Alliance partners to achieve its mission, leading to important progress in immunisation globally. However, Gavi’s Board has acknowledged that the Gavi Alliance, must find new and innovative ways to support immunisation in situations of fragility, emergency, and displacement, including by working through humanitarian partners where government-led health system strengthening efforts cannot meet populations’ needs. Specifically, Gavi now seeks to develop bolder and more effective flexibilities and programmatic models for application in challenging humanitarian contexts. Gavi’s Zero Dose Immunisation Programme (ZIP) and its Fragility, Emergencies, and Displaced Populations (FED) policy are the two avenues through which Gavi is exploring new ways of working. This position will support both workstreams by providing Gavi Alliance stakeholders and implementing partners with technical guidance on immunisation in conflict and fragile/humanitarian contexts.
MAIN DUTIES/RESPONSIBILITIES
The Senior Manager Humanitarian Immunisation Programmes position is a full-time role based in Geneva, Switzerland. The position-holder will report to the Head, FED/ZIP. This role is an important recruitment for Gavi as the organisation is gradually enhancing its human resources capacity in fragile conflict and humanitarian operational environments.
Main duties and responsibilities include:
- Supporting the management of Gavi’s ZIP programme through programme monitoring, risk identification and mitigation, financial oversight, and ensuring grantee alignment and compliance with ZIP and Gavi requirements;
- Representing the Gavi ZIP PMU in engagements with the ZIP implementing partners;
- Supporting the Gavi Secretariat to ensure processes and procedures related to the management of humanitarian grants are fit for purpose;
- Providing technical support to guide Gavi Secretariat and ZIP implementing partners (IPs) on the design and implementation of principled humanitarian health and immunisation programming;
- Sharing knowledge on best practices in programmatic integration for immunisation (within health and with other sectors) in fragile and emergency settings;
- Advising on the design of flexible/adaptive immunisation programming incorporating disaster risk reduction/mitigation strategies;
- Coordinating with Alliance/ Humanitarian partners to develop tools to ensure the programme is accountable to affected populations;
- Providing technical support to guide implementing partners on gradual transition of programming towards systems & sustainability;
- Reviewing future ZIP submissions and budgets;
- Coordinate with technical leads to identify, develop and disseminate new guidelines, approaches and tools to improve immunisation in a humanitarian context based on a human rights framework;
- Contribute to knowledge sharing within the Secretariat and across the Alliance;
- Participate in knowledge-sharing forums across the humanitarian sector;
- Building new partnerships with external organisations as needed.

QUALIFICATIONS
ACADEMIC
- Master’s degree in humanitarian or development studies, international relations, public health, medicine, Social Sciences, or other relevant discipline.
- Further qualifications in programme design, management, monitoring and evaluation, financial management and reporting, and/or public health an asset.
WORK EXPERIENCE
- Required: Minimum of 8 years of professional experience in the leadership, design, management and/or monitoring of humanitarian and/or development programmes;
- Desired: minimum 5 years of experience in humanitarian contexts;
- Desired: experience in a donor role;
- Experience in designing, managing, monitoring, documenting lessons learned at the field level;
- Familiarity with humanitarian coordination architecture;
- Experience working with (I)NGOs, the UN, and/or global health institutions preferred;
- Familiarity with global health institutions, policies, and programming strongly desired.
SKILLS/COMPETENCIES
- Ability to travel to travel to Gavi-funded programmes at country level;
- Capacity to engage externally to present Gavi findings and learnings and engage with clusters and other externals as needed;
- Excellent analytical and systems thinking and demonstrated problem-solving skills;
- Excellent leadership, communication, and stakeholder management skills;
- Intercultural proficiency;
- Proficiency in coordination and the consolidation of inputs;
- Precision, attention to detail, and ability to work effectively with large quantities of information;
- Interdisciplinary mindset with a broad interest in various fields and eagerness to learn;
- Pragmatic hands-on management style and the ability to reduce complexity and deliver results;
- Ability to work autonomously, under pressure, demonstrating initiative and flexibility;
- Team player able to establish working relationships with many teams in a multicultural environment;
- Excellent writing skills and attention to detail;
- Competence with digital tools and ability to work quickly and accurately with them;
- Willingness to work in a fast-paced, ambiguous and constantly changing environment.
LANGUAGES
- Written and spoken fluency in English;
- French strongly desired;
- Other languages are an asset.
