Program Brief
Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure, and wishing to advance on a path of development.
The Resettlement Support Center Asia (RSC Asia), funded by the US State Department Bureau of Population, Refugees, and Migration (PRM), assists persons throughout Asia seeking permanent resettlement in the United States. Responsible for a portfolio of 37 countries, RSC Asia: prepares refugee applications for the United States Refugee Admissions Program (USRAP) using START (a State Department–managed data system that supports the arrival and resettlement of refugees through technology); provides information to resettlement agencies about arriving refugees and offers cultural orientation training to refugees bound for the United States. RSC Asia is based in Bangkok, Thailand, with sub-offices in Malaysia and Bangladesh.
Purpose of the Role
The Senior Manager – Administration is responsible for the provision of efficient, high-quality support to the RSC Asia (Bangladesh) by working closely the Head of RSC Office Bangladesh to ensure that all necessary administrative and government reports and monitoring, including but not limited to NGOAB, UNO, and other formalities, are efficiently managed and delivered in a timely manner. The Senior Manager serves as the RSC Asia (Bangladesh) representative at meetings with Bangladesh authorities in Dhaka, district, and sub-district levels. This position reports to the Head of RSC Office Bangladesh.
Highlights of Key Responsibilities
  • RSC Asia focal point and technical expert on all matters related to government relations, including but not limited to RRRC, NGOAB and UNO.
  • Develop and lead an annual plan, in collaboration with the Head of RSC office, which address requirements (applications, reporting, etc.) for RSC Asia to work in Bangladesh.  Ensure the plan is implemented, adhered to, and reported on appropriately.
  • Responsible for RRRC, NGOAB and UNO-related matters including FD-6 renewal, progress and annual reports, and local administrative certificate to ensure timely processing.
  • Identify critical relationships and partnerships for the RSC to establish; Build and maintain strong relationships with government officials and authorities in Dhaka, district, and sub-district levels.
  • Monitors the external environment and keeps abreast of developments that could impact RSC Asia’s work.
  • Organize and maintain digital and physical records related to work permits and visas. Ensure that all records are stored securely and are easily accessible and follow up with the Government Affairs Advisor to ensure timely management expatriate and visitor’s visas, work permits, and other formalities to ensure timely preparation, submission, renewal, and cancellation.
  • Collaborate with the Safety, Security & Access Coordinator, and Government Liaison Manager in managing and keeping track of expatriate security clearance and other formalities to ensure timely processing.
  • Assist international staff with understanding and completing required forms as needed. Provide guidance on documentation needed for work permits, visas, and renewals.
  • Stay updated on immigration laws and regulatory changes and advise staff on visa-related queries. Communicate any changes in laws or procedures to the Head of RSC Office.
  • Lead on Knowledge management as related to job responsibility, including, preparing and documenting written reports, briefing notes and talking points as needed for reporting and external meetings.
  • Coordinate with relevant IRC Bangladesh staff.
  • Other duties as assigned.

External: Bangladesh Government Affairs Adviser, Government Liaison Manager, Safety, Security & Access Coordinator, and Government Liaison Manger, government officials and authorities in Dhaka, district, and sub-district levels.
Indirect reporting: RSC Asia Director

Minimum Qualifications:

Experience and Competencies: Knowledge, Skills & Abilities
  • Minimum 6 years prior relevant work experience in government relations, administrative area or a related field.
  • Knowledge of relevant NGOAB & immigration laws, regulations, and guidelines related to foreign donations, visa, and work permit applications.
  • Prior work experience in social services or NGO environments is preferred.
  • Ability to prioritize tasks and work under pressure/respond to urgent requests.
  • Strong communication and interpersonal skills, with the ability to work collaboratively with colleagues at all levels.
  • Solid organizational and time-management skills, with the ability to manage multiple tasks and priorities simultaneously.
  • Service-oriented mind and attitude, and the ability to work independently under pressure.
  • High level of professionalism, integrity, and ability to maintain confidentiality.
  • Computer literate with intermediate MS Word and Excel skills
  • Good command of written and spoken English
Others:
  • Although these are not requirements, IRC would prefer candidates with these qualifications:
  • Experience in a multi-cultural or internationally diverse workplace.
  • Previous experience working with refugees or other vulnerable populations.
Specific Educational Qualification:
  • Minimum bachelor’s degree in the relevant field. Master’s degree will be given preference.
