Under the overall supervision of the Senior ICT Officer (Strategy, Risk Management & Governance) and the direct supervision of the Senior Resources Management Officer, the incumbent will work in close collaboration with ICT project managers and IOM business units, and will be responsible for carrying out contract and procurement function in the ICT department in accordance with IOM’s regulations, rules and procedures.

 

Responsibilities

  1. Carry out support, coordination and execute procurement activities for the ICT department, including revision and consolidation of purchase request forms, organization and evaluation of bidding processes and follow up on purchase orders until the successful delivery of the products or services and timely payment to suppliers.
  2. Execute or direct hands-on the procurement process, including but not limited to, review PR, process PO, prepare RFx documents and drive the process, receive-verify goods/invoices.
  3. Assist supervisors in more complex, higher-value purchases.
  4. Support the development of procurement plans to optimize purchasing power and facilitate the implementation of project activities.
  5. Participate in negotiations of terms and conditions of purchases and help resolve issues related to the delivery of goods and services.
  6. Provide technical guidance to requisitioners and all staff in the office on preparation of specifications and procurement instructions and procedures. Participate in the development, evaluation and updating of systems and proceduers for procurement; suggest areas for improvement and risk-mitigation measures.
  7. Identify local and international suppliers and service providers; participate in their evaluation taking into consideration quality, prices, reliability and services and the organization’s best interests.
  8. Contribute to the development of tools for tracking of contracts, agreements and progress towards the achievement of the procurement plans and schedules.
  9. Coordinate the maintenance of files with all required documentation and the preparation and timely submission of reports and statistics.
  10. Perform such other duties as may be assigned.

Qualifications

Education
  • University degree in Business Administration, Accounting, Logistics, Supply Chain Management or a related field from an accredited academic institution with four years of relevant professional experience, or;
  • High school diploma with six years of relevant professional experience, or;
  • Certification in Procurement, Logistics or Supply Chain Management is an advantage.
 
Experience
  • Knowledge and use of advanced Microsoft Offices.
  • Hands-on expdrience with the use of ERP system.
  • Excellent knowledge of public sector procurement and logistics rules and procedures or a similar organization such as the UN.
  • Knowledge of accounting systems, software and procedures.
Skills
  • Ability to prepare clear and concise reports and coordinate administrative activities.
  • Good oral and written communication skills.
  • Good analytical and report-writing skills.
