Job Overview/Summary:
The Senior Finance Coordinator will play a pivotal role in supporting the Deputy Director for Finance (DDF) in managing and overseeing the financial operations of the Syria Country Program. This position will manage the technical aspects of finance, including budgeting, reporting, and partnership finance. Additionally, the Senior Finance Coordinator will provide direct supervision and technical guidance to the Budgeting & Reporting Coordinator, Partnership Finance Coordinator, and Finance Manager (Amman, NES, and NWS).
Key Responsibilities
Financial Management Support
- Assist the DDF in Financial Oversight: Support the DDF in the strategic financial management of the country program, including the preparation and review of financial reports, ensuring compliance with IRC and donor policies.
- Financial Reporting: Coordinate the preparation of comprehensive financial reports, including budget vs. actuals, forecasts, and variance analysis. Ensure timely submission and accuracy of financial reports in alignment with donor requirements.
- Budgeting: Oversee the budgeting process, including operating budget preparation, consolidation, and revisions. Provide guidance and technical support to the budgeting and reporting teams.
Coordination with Finance Teams
- Supervision: Technically supervise the Budgeting & Reporting Coordinator, Partnership Finance Coordinator, and Finance Manager(s), providing technical guidance and support to ensure the accuracy and timeliness of financial operations.
- Team Development: Foster the professional growth of finance team members through regular performance evaluations, mentoring, and capacity-building initiatives. Develop and implement training programs to enhance technical and management competencies.
- Inter-departmental Coordination: Act as the primary liaison between the finance department and other departments (e.g., SC, HR, Grants, and Programs) to ensure the smooth flow of financial information and adherence to IRC policies.
Compliance and Controllership
- Internal Controls: Ensure the implementation and maintenance of robust internal control systems across all financial operations. Assist in developing and enforcing policies and procedures to minimize risks.
- Audit Support: Assist the DDF in preparing for and coordinating internal and external audits. Ensure that all audit recommendations are implemented promptly.
- Policy Compliance: Monitor and ensure compliance with IRC’s financial policies, donor requirements, and local regulations. Provide regular updates to the DDF on compliance issues.
Financial Systems Management
- Integra Administration: Oversee the management of the Integra financial system, including the maintenance of the Chart of Accounts, Dimension Codes (D-codes), and Exchange Rates. Ensure that all financial data is accurately processed and recorded.
- Data Integrity: Ensure the integrity of financial data by supervising the posting of entries and the production of monthly and ad hoc financial reports. Provide training to finance staff on the use of financial systems.
Cash and Treasury Management
- Cash Forecasting: Support the DDF in preparing cash forecasts for the country program, monitoring cash usage, and ensuring the availability of funds for programmatic and operational needs.
- Bank Relations: Assist in managing relationships with banking institutions, ensuring the efficient handling of cash and bank transactions. Address any issues related to banking services in coordination with the DDF.
Partnership Finance Management
- Partner Financial Oversight: Provide technical support to the Partnership Finance Coordinator and team in managing the financial aspects of partner agreements, including budgeting, reporting, and compliance.
- Capacity Building: Assist in building the financial capacity of partner organizations to ensure effective financial management and compliance with IRC policies and donor requirements.
Minimum Qualifications:
- Education: Bachelor’s degree in accounting, Finance, or a related field. A Master’s degree or professional certification (e.g., CPA, ACCA) is preferred.
- Experience: At least six years of progressively responsible experience in finance, including management roles. Experience in a humanitarian or international development organization is highly desirable.
- Skills: Strong analytical skills, proficiency in financial software, and excellent communication and team management skills.
- Language: Fluency in English is required. Knowledge of Arabic is an asset.
