Background

The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) 2022-2025 with a focus on illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS. UNODC requires the services of driver to be based in Karachi with regular visits to other cities of Pakistan.

 

Assignment Objective

The position will provide reliable and safe driving services to UNODC staff ensuring the highest standards of discretion and integrity, sense of responsibility, excellent knowledge of protocol and security issues. The driver also demonstrates a client-oriented approach, courtesy, tact and ability to work with people of different national and cultural backgrounds.

 

Responsibilities

The senior driver will undertake the following duties and responsibilities:

 

  • The senior driver will ensure provision of reliable and safe driving services by a) driving office vehicles for the transport of UNODC Representative, other officials and visitors and delivery and collection of mail, documents and other items, and b) meeting official personnel and visitors at the airport including visa and customs formalities arrangement when required.
  • Ensures cost-savings through proper use of vehicle through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports.
  • Ensures proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing, etc. 
  • Ensure availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, necessary spare parts in the assigned vehicle. Logging official trips, daily mileage, gas consumption, oil changes, greasing, etc.
  • Ensure that all immediate actions required as per UNODC/UNDSS rules and regulations are taken in case of involvement in accidents or other emergency situations. 
  • Ensure awareness and updated knowledge of road safety and Security rules and regulation of UN/UNODC/UNDSS related to driving, vehicle maintenance and handling emergency situations.
  • Ensure coordination through emails and phone calls with supervisor, management team and travelers assigned for official duty.
  • Provide support to maintain UNODC motor pool and recommend assigning duties accordingly. 
  • Maintain data of all drivers work times and compile/review overtime sheets to identify any discrepancies. 
  • Provide support to administrative unit in preparing documentation to process overtime of all drivers 

 

Qualifications and Experience:

  • Secondary Certificate with 3 years of experience with safe driving record, preferably with a multi-national / international organization; UN experience would be an added advantage.
  • Holds a valid LTV driving license.
  • Experience in driving and maintaining a variety of makes and models of vehicles, including hard top (armored) vehicles and other kinds of motorized vehicles is required. 
  • Knowledge of driving rules and regulations, chauffeur protocol and courtesies, local roads and conditions, and security issues is required. 
  • Knowledge of safety standards and safety equipment (e.g. fire extinguishers, buoyant wearable safety devices, etc.) is required.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals is required. 
  • Ability to assess vehicles for mechanical fitness and skills in minor vehicle repairs is required. 
  • Knowledge of the vehicle loading capacity and other parameters is desirable. 
  • Knowledge and ability to use VHF radios, satellite phones, email, telephone and other applications is required. 
  • Basic skills to assist in case of emergency, knowledge of first aid basic methods is required.
  • Good spoken and written Urdu and moderate level of communicating in English.

Planning and Implementation Arrangements

The Senior Driver will need to be based in the UNODC Country Office Pakistan, Islamabad to complete the deliverables required under this position. The Driver will report to the Finance and Oversight Manager.

 

Payment Schedule and Rate

The Senior driver will be issued an SC contract in accordance with United Nations rules and procedures. Payment scale will be determined by UNDP recommended rates for service contract holders. Travel costs including transportation and DSA for domestic and international travel will be paid by UNODC in accordance with United Nations rules and procedures.
