Background/IRC Summary:
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Today, 13.4 million people in Syria – more than half of the country’s population – are in need of humanitarian assistance with needs increasingly being exacerbated by economic decline. Of these, 6.8 million are refugees and asylum-seekers who have fled the country. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.
IRC is offering a robust humanitarian response to the Syria crisis a rapidly expanding portfolio, supported by more than 1000+ staff in Syria Country Program. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon, and Jordan in the fields of health, child protection, early childhood development, education, women’s protection and empowerment, non-food items and food distribution, cash assistance, water and sanitation, protection and rule of law, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.
Job Overview/Summary:
Under the direct supervision of the Protection Monitoring Officer (PMO), the Protection Monitoring Assistant will be responsible for assessing humanitarian protection of humanitarian assistance amongst the internally displaced (IDP), refugee and host communities in and locations outside the camp in a manner that protects the safety, confidentiality, and dignity of those communities. Such activities will lead to a) an increased understanding of the protective environment, including essential demographic data, vulnerability mapping, available services, and existing gaps impacting these populations, and b) reports/initiatives detailing needed actions to address such assistance gaps and contribute to referral mechanisms for specialized services.
The Protection Monitoring Assistant will be primarily responsible for collection and entry of protection data using mobile devices, into an online data collection system. They will receive technical guidance and support from the Information Management Officer and respond to questions and requests for additional information on submitted protection data on a weekly basis.
KEY RESPONSIBILITIES
- Conduct mobile field visits Abu Khashab camp to meet with persons of concern (POC) within the community to better understand access to humanitarian assistance and identify individuals at risk according to the weekly work plan.
- Under the guidance of the PMO, facilitate household (HH) interviews and/or focus group discussions with POCs, key informants as well as service providers.
- Directly upload protection data into mobile devices through Commcare app to produce a clear, succinct protection-focused reports and follow-up on red flag protection-related issues.
- Identify and make quality referrals with confidentiality and follow up to the relevant service provider.
- Conduct Rapid Protection Assessments in response to emergency humanitarian issues and concerns.
- Support the analysis of data and highlight humanitarian trends and concerns in reporting to the Information Management Officer
- Work to identify and support community focal points/volunteers to participate in ongoing monitoring activities and follow-up.
- Through your work to continue to strengthen IRC’s relationship with IDPs, refugee and host communities and leaders in order to maintain good access to POCs.
- Supports Information Management Officer and Community Mobilization team to design appropriate and evidence-based protection interventions on behalf of the community.
- Conduct all work with respect to the IRC way and humanitarian principles of neutrality, impartiality, independence and non-discrimination.
- Conducts other duties as assigned by supervisor.
Minimum Qualifications:
- National diploma or university degree or other advanced technical qualifications, preferably,in sociology, law, psychology, education
- Approximately 2 years of experience in social work, research or protection monitoring.
- Belief in human rights including gender equality.
- Good communication skills including ability to gain trust and build relationships with new communities.
- Basic computer skills including Microsoft Word and excel.
- Experience in regular report writing.
- Good interpersonal skills and ability to work as part of a team, as well as independently.
- Flexible and able to work in a dynamic and diverse environment.
