Pakistan is ranked as the 8th most vulnerable country to climate change according to the 2021 Global Climate Risk Index. It is exposed to multiple climate-related shocks, including floods, droughts, and landslides, with poor and vulnerable population groups being disproportionately affected when shocks turn into disasters. Different initiatives seeking to protect the poor and vulnerable from the impact of climatic shocks are being rolled out in the country. For example the Global Shield against Climate Risks, aims to substantially increase and enhance pre-arranged and trigger-based finance against climate and disaster risks while linking with efforts on climate change adaptation and social protection systems.

WFP Pakistan’s Country Strategic Plan (2023 – 2027) focuses on five Strategic Outcomes:

1) Emergency preparedness, livelihoods and resilience,

2) Nutrition, including social protection and school meals

3) Food systems

4) Humanitarian/Emergency response

5) Logistics capacity augmentation.

Following the historic floods of 2022 the Country Office responded to the needs of affected people, through provision of food and cash support. The CO primarily uses cash transfers in its programmes and this requires regular application of corporate assurance measures, strengthening delivery systems and operational oversight and accountability.

In addition to its flagship nutrition-sensitive social protection programme, the CO strategy includes strengthening social protection, both a federal and provincial levels, to help people manage the risks and shocks that they face, particularly climate-related ones.

JOB PURPOSE

To strengthen and lead the cash-based transfers (CBT) function of the WFP Pakistan office, in line with corporate guidance and requirements. Support the social protection portfolio, including anticipatory action (AA) and adaptive social protection (ASP). Contribute to policy formulation in these different areas, provide technical advice, capacity strengthening and oversight on programme strategy, implementation and reporting for the Pakistan Country Office (CO) operation and in support of government programmes.

ORGANIZATIONAL CONTEXT:

The staff member will report to the Head of Programme. S/he collaborates closely with all relevant CO units, Field Offices, UN/NGO partners and Government departments on CBT and social protection.

KEY ACCOUNTABILITIES:

Cash-based transfers
• Coordinate the CBT activities across different functions at the CO level and with the provincial offices and field teams:
o Ensuring compliance with corporate procedures and assurance measurements.
o Enhance the capabilities of the WFP team, cooperating partners and financial service providers. Assess training needs, provide coaching, and offer clear guidance to enhance skills and capacity.

• Follow up and work with Country Office teams to close outstanding CBT focused recommendations from oversight missions and the internal audit.

•Work with monitoring and beneficiary feedback teams to strengthen learning and accountability around use of CBT

•Promote digitalization of all CBT functions, in cooperation with the SCOPE team, RBB and HQ units.

•Represent and actively participate, both strategically and technically, in the Internal and Inter agency Cash Working Groups (CWG)
Social Protection

• Follow the development of relevant public policies, strategies, programmes, and Global initiatives in the country (e.g. Global Shield) and identify strategic entry points for strengthening WFP’s positioning in social protection, ASP in particular.

• Co-Formulate and implement adaptive, shock-responsive social protection strategies, particularly in disaster-prone regions.

• Collaborate with government counterparts, to enhance disaster risk financing through social protection platforms.

• Support the Global Shield In-Country Process (ICP) with the World Bank, GIZ, and other partners to integrate CDRFI instruments and adaptive social protection strategies.

• In collaboration with national and provincial authorities contribute to anticipatory action and shock-responsive social protection in emergency response plans, including Adaptive Social Protection.

• Contribute to the development and review of strategic results frameworks and work planning for social protection.

Social Protection

• Follow the development of relevant public policies, strategies, programmes, and Global initiatives in the country (e.g. Global Shield) and identify strategic entry points for strengthening WFP’s positioning in social protection, ASP in particular

• Engage with in-country, regional, and global stakeholders to support positioning WFP Pakistan as a key partner in social protection nationally and internationally.

• Actively participate in thematic working groups related to CBT and social protection, coordinating with the Government, UNICEF, WHO, FAO, and other stakeholders to align WFP’s operations and support.

• Lead WFP’s participation in different for a which are pertinent to social protection, including for adaptive social protection.

• Advocate for resource mobilization and strategic engagement in social protection, ASP in particular, with donors, the United Nations system, International Financing Institutions, and other relevant bodies, and initiatives and support partnerships with the government and United Nations country teams.
• Perform other duties as requested.

Knowledge Management

• Oversee the development of knowledge management and learning products relevant to the social protection portfolio in the CO, and in relation to the Global Shield.

• Manage the preparation and dissemination of knowledge and learning products (e.g. report, briefs, concept notes, proposals) for internal and external use to enhance WFP’s positioning and credibility in social protection.

• Lead the development and review of strategic results frameworks and work planning for social protection.

MINIMUM ACADEMIC QUALIFICATIONS AND DESIRED EXPERIENCE FOR THE ROLE:

Education:
Advanced University degree in International Affairs, Education, Economics, Nutrition/Health, Social Sciences or another field relevant to
international development assistance, or First University Degree with additional 2 years of related work experience and/or trainings/courses.
Knowledge & Skills:
• A minimum of 7 years of progressively responsible experience working on cash-based programmes, food security, social protection and related issues.
• Direct experience with cash-based transfers and various types of social protection programmes and working with government agencies.
• Proven experience in working with complex programs involving multiple stakeholders and sectors (e.g., CBT, social protection, disaster risk management), to develop and implement results-driven work plans.
• Experience in building and strengthening strategic and operational partnerships with donors, International Financial Institutions (IFIs), the private sector, and other key stakeholders for long-term engagement and multi-year funding.
• Excellent report writing, analytical and communication skills, with experience preparing and tracking budgets and advanced facilitation skills.
• Previous experience working with WFP, or broad understanding of WFP’s mandate. Experience with program and project lifecycle tools, including implementation, monitoring, and evaluation, is considered an asset.
• Proven expertise in preparing high-quality analytical proposals and reviews, with strong ability to analyse quantitative and qualitative information

Language:
Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
