UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office (CO) levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. Within the GPN, the Crisis Bureau (CB) guides UNDP’s corporate crisis-related strategies and vision for crisis prevention, response and recovery and lead corporate support in response to crisis. To fulfil its mandate, the CB is committed to investing in developing reliable capacities that can be rapidly deployed to COs.
Within the CB, support to country operations is coordinated by the Country Support Management Team (CSMT), working closely with other teams within the GPN. The overall goal of the CSMT is to ensure strong, coherent, and coordinated support to country offices (COs), as it relates to crisis and fragility, within the full spectrum of the GPN’s service offer. The CSMT steers the effective interaction of GPN Teams, Regional Bureau/Regional Hub and CO counterparts for integrated country support. It ensures that UNDP corporate support is provided before, during and after crises. It also supports and coordinates the GPN crisis response capacity and takes the lead in a UNDP-wide approach to strengthen UNDP capacity in preventing, preparing for, responding to, and recovering from crisis.
Since 2006, the SURGE mechanism (Learning + Crisis Response + Deployments) has been the CB’s signature solution to supporting COs through crisis situations, by providing the right expertise at the right time. It is recognized as not only an important resource for COs, but an experiential learning mechanism for crisis personnel in UNDP. Building on the success of the SURGE Academy model, the Crisis Academy was launched in 2022 as a robust people-centred knowledge and learning system to equip and enhance readiness of country-level leadership and practitioners to deal with the complexity of crisis contexts.
In this context and to prepare for, respond to, and support recovery from major crises, UNDP Country Offices (COs) have often to meet multiple demands and pressures in addition to their usual workload. Under these circumstances, COs often have a critical need for additional capacity, knowledge and experience to help them meet these demands and facilitate essential roles in these areas. To address these needs, CSMT works closely with COs to deepen UNDP internal capacities together through both the capacity building and Deployments schemes which offers several deployable capacities that can be drawn upon, including SURGE Advisors, and external experts from the GPN/ExpRes roster and Stand-by Partners.
Scope of Work
Under the overall supervision of the Programme Specialist, Crisis Preparedness and Learning/ CSMT, the Digital Assessments and Gamification Analyst will be responsible for leveraging AI, gamification, digital engagement, enhancing internal collaboration across platforms, and storytelling with data.

a) Data Storytelling and Visualization for Assessments
- Translate data from assessments such as RAPIDA, HBDA, SEIA, and other crisis-related assessments/analysis into compelling stories and visual narratives. Use data storytelling techniques to transform complex findings into accessible and impactful content for decision-makers and stakeholders.
- Utilize data collected from platforms like Kobo Toolbox to create infographics and visual reports that effectively communicate key insights and findings, making complex data easier to understand for various audiences.
- Develop branded dashboards using tools like Power BI, Tableau, and Flourish ensuring they are visually consistent and user-friendly, allowing stakeholders to easily access and interpret essential data. In addition, develop chatbots to facilitate easy navigation through data dashboards and reports, helping users quickly find relevant information and insights.
- Support the dissemination of data storytelling in digital communications, such as blog posts and social media, to highlight key findings and increase awareness of assessment efforts.
b) AI-Driven Content, Automation for Crisis Preparedness
- Utilize AI tools like Microsoft Copilot and Power Automate to develop dynamic, automated content strategies that adapt to real-time COs personnel interactions before and during crisis
- Use AI analytics to provide predictive content insights, improving communication efficiency and global crisis response engagement.
- Automate repetitive communication tasks such as sending email updates, curating content for newsletters, and managing social media campaigns, ensuring efficiency and consistency across platforms.
- Implement AI-driven chatbots to support COs personnel for crisis preparedness by guiding them through platforms, services, and products, enhancing their satisfaction and engagement.
- Continuously monitor and refine AI-driven systems to ensure immediate responsiveness and alignment with organizational goals.
c) Gamification and Digital Engagement on Surge Mechanisms
- Design gamified learning experiences to enhance participation and retention, especially for crisis response and Surge platforms. Use game mechanics such as challenges, rewards, and progress tracking to make learning more engaging and effective.
- Incorporate adaptive learning that adjusts based on user performance, offering personalized experiences that improve skill acquisition and crisis preparedness.
- Introduce beginner-level VR simulations into Surge and Preparedness workshops to provide immersive, realistic crisis scenarios. These VR experiences allow users to practice decision-making and critical thinking in lifelike environments, enhancing engagement and improving the impact of crisis training.
- Apply gamification to internal collaboration tools, such as interactive dashboards, progress trackers, and team engagement tools. Add elements like leaderboards, performance badges, and achievements to encourage friendly competition and boost team productivity.
- Utilize gamified project management tools to improve collaboration, task tracking, and engagement within teams, fostering a stronger sense of community and shared goals.
- Leverage digital engagement strategies for virtual workshops, meetings, and webinars. Gamified elements can increase attendance and interaction, ensuring higher levels of participation and engagement.
d) Digital Branding, Experience Design, and Multimedia Content Creation
- Design digital transformation initiatives focused on enhancing user experience (UX) across multiple platforms. Ensure a seamless and consistent experience, aligning with the organization’s goals and branding strategies.
- Optimize branding across digital touchpoints, including websites, social media, data visualization dashboards, and internal platforms. Ensure that visual identity and messaging remain cohesive to strengthen user engagement and brand recognition.
- Improve UNDP Surge and Crisis Response platforms usability through UX design principles, enhancing navigation, accessibility, and user satisfaction across digital interfaces.
- Utilize Adobe Creative Suite (Photoshop, Illustrator, InDesign, Premiere Pro, After Effects) and other multimedia tools to create high-quality visuals, videos, and graphics that support storytelling and drive engagement in digital campaigns.
- Create engaging multimedia content such as videos, infographics, and animations, using tools like Adobe Premiere Pro and After Effects, to visually convey complex messages and data in an accessible and impactful way.
- Ensure consistency in multimedia content across platforms, maintaining high standards of visual quality and storytelling. Use multimedia to enhance communication and campaigns, making content more relatable and engaging for diverse audiences.
- Collaborate on digital campaigns by integrating multimedia and visual storytelling to amplify messages and engagement. Ensure that branding remains strong and consistent across all campaign elements.
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
The Digital Assessments and Gamification Analyst will report to Programme Specialist, Crisis Preparedness and Learning/ CSMT. The position may also require collaboration with other teams for cross-functional support.

Minimum Qualifications of the Successful IPSA
Min. Education requirements
- An advanced university degree (master’s degree or equivalent) in Communications, Digital Experience, Multimedia Design or related fields is required. Or
- A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Min. years of relevant Work experience
- Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of experience in AI, digital experience, gamification, or multimedia content creation is required.
