Overview of position
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Under the overall guidance of the Migration Health Officer and direct supervision of the Field Health Coordinator in IOM Libya, the incumbent is responsible for assisting the Health Unit in the development, coordination and implementation of migration health projects and provision of clinical services based on identified priorities and needs outlined by the IOM Libya Mission.
Role objectives

Independently conduct visits to detention centres and communities in coordination with various stakeholders/partners, involved in the provision of medical services to migrants, IDPs, and host communities.

Offer both routine and emergency medical services during duty hours.

Provide medical treatment and follow-up for beneficiaries referred to secondary care facilities for further diagnosis or management.

Support the management of migration health activities when necessary.

Assess health needs of migrants and displaced populations, identify key causes of ill-health, and prepare plans to address these issues.

Assist in data collection related to health activities implemented in the field in close coordination with the health coordinator

Coordinate the implementation of IOM’s Migration Health activities with UN/NGOs/INGOs partners and help identify gaps and needs related to migrant health.

Organize, oversee, and implement health-related activities performed by IOM partners in consultation with the MHD unit.

Assist implementing partners in clinical and non-clinical activities to ensure continuous quality provision of migration health services.

Deliver clinical services to migrants and displaced populations as needed, coordinating with the health unit or other IOM units.

Ensure that quality control/quality assurance procedures are followed while providing medical care up to national and IOM global standards.

Make sure infection prevention and control measures are in place and adhered to at service points.

Assist in managing urgent medical cases in coordination with IOM partners, including public and private hospitals.

Ensure Health/Medical assessment programs meet technical requirements set by IOM MHD and the IOM Libya mission for radiological services, TB investigations, and referrals for treatment.

Assist in carrying out the active disease surveillance, following the national guidelines/protocols, and in close coordination with the National Surveillance Officer.

Assist in developing improved systems for monitoring and reporting on health project achievements, challenges, early warning systems, and strategic needs.

Ensure confidentiality of the medical information of IOM beneficiaries.

Undertake duty travel as needed.
