Background/IRC Summary:  

This position will be based in Raqqa (Raqqa Center) and will focus on supporting rule of law protection programs in Northeast Syria. The International Rescue Committee is working to expand the scope of the PRoL portfolio in Northeast Syria programs, including adding legal aid activities. The Legal Community Mobilization Program will play a key role in supporting and expanding the legal component of the IRC’s protection programming. They are expected to directly support vulnerable refugees, IDPs and members of the host community to access their legal rights through awareness sessions and individual legal advice in coordination with the legal supervisor and legal aid. The Legal Community Mobilizer will report to the Legal Director in Raqqa

Implementation work summary/overview:

This position will be based in Raqqa (Raqqa Center) and will focus on supporting rule of law protection programs in Northeast Syria. The International Rescue Committee is working to expand the scope of the PRoL portfolio in Northeast Syria programs, including adding legal aid activities. Responsibilities:

  • Under the direction of the Legal Manager, provide clients with information on legal issues, and clients and clients’ workers to send requests.
  • Respond to customer inquiries regarding the status of the case and inquire about the status of the case.
  • Maintain accurate and current physical and electronic files and detailed case notes, enter required data in a timely manner, meet all case reporting requirements within established timelines and standards, and assist in the completion of statistical, narrative, and financial reports.
  • Maintain strict client confidentiality and observe all other ethical practices/obligations as described in the IRC Program Policy Manual.
  • Participate in all required training and webinars related to the job description.
  • Providing individual legal advice in coordination with the legal director at the Raqqa Center
  • The legal community mobilizer is responsible for collecting data and sending it to the legal director in Raqqa.
  • Receive and attend referrals from local NGOs, community members, international NGOs, and partners.
  • Other duties as assigned by supervisor to enable and develop IRC programs.

Minimum Qualifications:

  • Degree in law, experience of not less than two years in practicing law and giving advice, whether in the courts or in the field of work in organizations in similar work
  • Minimum 1 year of progressively responsible professional experience working at courts.
  • Previous experience in an emergency or conflict-afflicted setting is required.
  • Demonstrated success working and communicating effectively in a multicultural environment and with people with limited.
  • Able to work effectively in a team environment as well as take independent initiative.
  • Excellent attention to detail and strong organizational skills
  • Good knowledge  in Microsoft Office applications (Word, Excel, and Outlook) and comfortable in using software and online programs.

  • Curiosity, a desire to continually learn and develop and a sense of humor is a must.
  • Analytical ability in creating effective solutions to complex matters while adhering to labor laws and internal policies.

Language/Travel:

  • Fluent Arabic speaking, reading, and writing.
  • Mobility and travel are not required.

Key Working Relationships:

  • Line manager: the legal director in Raqqa
  • Direct subordinates: none
  • Indirect manager (if any): none
  • Internal working relationships: with the Women’s Support and Empowerment Department – the Child Protection Department – the Health Department – and the Parole Department with the case management team and the monitoring team
  • External working relationships: with all NGOs, local organizations, and partner.
