  • Job Description Summary
    The Programme Policy Officer (Emergencies) will support the emergency programme team and area-offices across Afghanistan with a particular focus on emergency programme operations, quality, and field coordination and training. They will be responsible for ensuring real-time monitoring of implementation, supporting programme design, planning and learning – including the management, review and use of qualitative and quantitative data for programme and operational improvement. They will be responsible for ensuring implementation plans are on track, pitched at the right level, and for proactive engagements with other units to coordinate and ensure that the enabling factors are in place to deliver the response.
  • Key Accountabilities

    Under the direction of the Head of Emergencies and the relevant Emergencies team section lead, the role-holder’s key responsibilities will include:

    • Support programme documentation, development, adaption, and enhancement, including supporting roll-out of new programme and operational approaches to improve the efficiency, effectiveness, and accountability of emergency food security interventions.
    • Support coordination and implementation of general food assistance across Afghanistan, including through technical and operational support to Area Offices during the implementation of seasonal assistance and contingency responses to sudden onset shocks.
    • Coordinate, adapt, or prepare (as required) programme guidance to ensure a clear and strong connection between programme policy and field operations based on a clear context and response analysis.
    • Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained, and to inform evidence-based decision making – including the visualisation and articulation of programme processes and strategies.
    • Proactively identify and work with others to mitigate or resolve key (programmatic) risks across the Emergencies portfolio, escalating issues where required.
    • Contribute to the preparation of quality, accurate, and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders, including for donor reporting.
    • Support the capacity building of WFP staff and partners to prepare for and respond to emergency food assistance needs.
    • Guide more junior staff as requested, acting as a point of referral and supporting them with analysis and queries.
    • Other duties as required. 

Education:

  • Postgraduate University degree in International Affairs, Law, Economics, Nutrition/Health, Agriculture, Social Sciences, Business Administration, Public Policy and/or Management or another discipline relevant to international development/humanitarian assistance.

Experience:

  • minimum of 3 years in emergency operations, including related to implementation of emergency food and/or cash assistance programme or supporting operational information management and/or programme development.

DESIRABLE TECHNICAL SKILLS AND KNOWLEDGE:

  • Familiarity and comfort working with qualitative and quantitative data to produce operational and/or programmatic analysis and evidence to inform decision making.
  • Has experience and/or technical knowledge in some of the following; vulnerability and needs analysis, monitoring and evaluation, operational information management, capacity building and training, CBT modalities, operational data analysis and review.
  • Has additional deepened technical knowledge through exposure to technical teams and/or demonstrated cross-functional coordination experience.
  • Has provided input into policy discussions and decisions.

DESIRABLE SOFT SKILLS: 

  • Ability to work under pressure, to tight deadlines.
  • Ability to plan own workload, with guidance on overall goals, and to meet set deadlines.
  • Ability to coordinate across multiple stakeholders and communicate effectively at all levels.  

Language:

  • Fluent knowledge (level C) in English language
