  • BACKGROUND:
    The
    International Rescue Committee (IRC) responds to the world’s worst humanitarian
    crises and helps people whose lives and livelihoods are shattered by conflict
    and disaster to survive, recover, and gain control of their lives. The IRC
    works with people forced to flee from war, conflict and disaster and the host
    communities which support them, as well as those who remain within their homes
    and communities. We began work in Ethiopia since 2000 and currently
    implementing emergency and development programs in health, water and
    sanitation, economic recovery and development (ERD), women’s protection and
    empowerment, education, child protection, and multi-sectoral emergency
    response.

    Job description 
    Under supervision of EH department, Hygiene
    promoter Assistant is responsible for Sanitation and Hygiene promotion activity
    ensuring safe and effective utilization and maintenance of water, sanitation
    and hygiene facility, Organize & ensuring community participation in
    different Sanitation and hygiene issues that need community engagement,
    awareness raising, promotion of good hygiene behavioral practices and perform
    other activities based on supervisor request.
     Major Responsibilities:
    Coordination and representation
    Represent the IRC and Works closely with RRS and
    UNHCR for refugee setting and for local intervention Region, Zone/Woreda
    Water and Health Offices towards efficient and effective implementation of
    the project.
    Ensure the community engagement on WASH facility safe usage.
    Work constructively within
    a team and collaborate with other partners.
    Project implementation:
    In
    collaboration with EH unit, will contribute to design culturally
    appropriate Sanitation, water, and hygiene facility.
    Carry
    out daily house to house visit and hygiene promotion activity on key
    hygiene message.
    Participate
    in awareness raising activities.
    Organize
    & conduct different mass sanitation campaigns.
    Mobilize
    community for keeping residence area clean and use sanitation facility
    safely.
    Ensure availability of standard message
    dissemination, format used, registration and acceptable media of
    communication channels.
    Monitoring & evaluation:
    Assist the SHP officer to
    design activities that ensure refugees are receiving the correct and
    accurate information regarding Sanitation and Hygiene and reporting of
    community needs.
    Write and submit weekly
    promotion activities reports to team leader or SHP officer.
    Conducting routine follow
    up of WASH facility accessibility.
    Capacity building:
    In collaboration with other EH teams organize and
    facilitate different trainings for community structure, HH leaders and
    selected community group.
    Strategy:
    Provide the necessary
    technical support to local community health facility nearby and
    collaborator implementing partners.
    Proposals:
    Participate on
    needs assessments in the sector of water and sanitation, hygiene and health
    promotion when required.
    Actively participate in
    preparation of proposals, especially log frame, technical description, and
    budget development and requesting.
    Human Resources / Staffing:
    Identify staffing needs
    and assist with recruitment when necessary.
    Support SHP officer and EH
    unit for IRC performance reviews.
    Follow the IRC HR policy
    at working place.
    Supply chain /Finance:
    Liaise with IRC
    Administration, supply chain, and Finance Departments to ensure smooth
    operations and appropriate support to ensure smooth project
    implementation.
    Raise and/or follow up on purchase requests,
    conduct equipment and materials inspections and ensure timely supply of
    materials to site.
    Prepare utilization plan
    for inventories and work closely with others on effective and efficient
    use of resources.
    Reporting:
    Prepare weekly and monthly
    reports and keep the supervisor informed of the WASH software activities
    and WASH facility inventory.
    Compile and share the
    material utilization report every week for per site in the intervention
    area.
    Other duties as assigned by the supervisor.
    Safeguarding Responsibilities: –
    Promote and actively participate in
    initiatives and efforts to build team engagement, inclusion, and cohesion
    in IRC Assosa field office.
    Foster ongoing learning, honest dialogue and
    reflection to strengthen safeguarding and to promote IRC values and
    adherence to IRC policies.

Minimum Qualifications:Educational Requirements:
High school completed with Health Extension package certificate, certificate, diploma in nursing, hygiene sanitation, sociology and social work plus any certificate on related field.
Preferred experience & skills:
1 year’s relevant Experience for high school
completed and for certificate and diploma if there is experience
preferred.
Strong and proven ability to prioritize and
deliver on time.
Strong analytic problem-solving skills
Demonstrated ability to work effectively with
stakeholders at all levels.
Ability to manage and work through change in a
proactive and positive manner.
Language Skills: 
Communication skill
spoken English and preferred Arabic with local language.
