  • Help in the creation of positive relations with target communities through regular meetings and informal discussions.
  • Responsible for providing reports on the access negotiations and other access matters across the mission.
  • Establish and maintain informal or formal relations and a network of contacts permitting the collection of diverse access/security information.
  • Be available to extend support to the access focal points across the provinces of operation
  • Plan regular and ad-hoc visits to all field offices in consultation with the Snr. HA manager and the DDS.
  • Travel with expat staff when moving from Kabul to the provinces/ vice versa.
  • Responsible to gather and consolidate all sort of access reporting and provide it to Kabul office.
  • Accompany/escort the IRC’s international staff for movement within Kabul or field when asked/necessary.
  • Monitor and analyse the social/political/humanitarian context in his/her domain of responsibility and provide weekly or ad hoc updates.
  • Research and collect any useful information and data relating to the strategic development and positioning of IRC in the country.
  • He/she will be responsible for liaising between IRC programming staff and community representatives to:
    • Sensitize communities on IRC programming.
    • Discuss and report back on community needs to IRC program focal points.
  • Contribute to improve IRC’s community acceptance through developing meaningful communication channels.
  • Support IRC programming staff in conducting needs assessments when necessary.
  • Participate in IRC’s meetings to provide inputs related to humanitarian access.
  • Update on monthly basis (or when required) the accessibility template in liaison with the FCs and field level access agents.
  • Keep oversight of the JOPs for adherence/failures by the IRC staff or external partners and escalate to the SMT for actions.
  • Any other relevant task as requested by the supervisor.

Minimum Qualifications:

  • 2-3 years of work experience in humanitarian access/public relation/community mobilization/ social integration/humanitarian response, a managerial level experience would be an additional advantage.
  • At least relevant bachelor’s degree from recognised University
  • Communication, engagement, advocacy, negotiations
  • Critical thinking, crisis response, alertness
  • Fluency in Pashto, Dari and a working level of English
  • Computer skills (including MS Word, Excel, Access, and internet) an advantage
