Mission and objectives

UNICEF in Turkey works to protect the rights of children and adolescents in Turkey since 1951. UNICEF’s programme in Turkey focuses on the needs of the most vulnerable children in the areas of education, child protection, health care, social policy, adolescents and youth, in line with the UN Convention on the Rights of the Child.

Context

The Division of People and Culture (DPC) has the primary accountability for achieving the high-level result of effective and streamlined human resource (HR) policies, procedures and quality advisory support to develop and maintain a flexible, highly skilled and motivated workforce throughout the organization and ensuring effective deployment of high calibre talent to deliver better results for children. UNICEF has an extensive global presence, and strong partnerships with governments and non-governmental organizations at national and community levels. On a daily basis, we work to bring practical solutions to the women and children at greatest risk. The Talent Engagement and Partnerships unit within DHR is a key pillar of our Talent Acquisition strategy and is responsible for the acquisition and management of entry- and midlevel talent. It manages programmes like the Senior Fellows programme, the UN Volunteers and the Internship Programme. The Unit also manages the outreach and mobility function and serves as a laboratory for new talent management initiatives. This assignment is designed to support the Fellows, Volunteers Programme and Partnerships Team, with special focus to the Internship Programme and young talent community.

Task description

Within the delegated authority and under the supervision of DPC Talent Engagement and Partnerships Team lead or his/her designated mandated representative(s), the UN Volunteer Human Resources Officer will:
• Support overall UNV programme and community within UNICEF including handling queries, collaborate with UNV programme, enhancing onboarding manual and other relevant tools
• Support in managing volunteer and expert on mission programmes in close partnerships with UNV programme, African Union, Korea International cooperation Agency (KOICA), and other Non-governmental organizations (NGOs)
• Support in creating and updating learning materials on talent programmes including the facilitation of OneHR Webinar, SharePoint updates, and updating toolkits and guidance
• Act as a data focal point to manage and update the global UNV, intern, Expert on Mission data report on a monthly basis
• Develop articles and communication materials to promote talent programmes (UNV, AU, KOICA) and publish through internal and external channels
• Maintain Social Network Groups for volunteers through Viva Engage and invite current UNVs to be part of the community
• Support with additional tasks as needed

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs:
UNICEF’s Division of People and Culture’s (DPC) key function is to support the development of a flexible, highly skilled and motivated workforce. An integrated talent management approach, which defines current and future skill requirements and actions required to address gaps, contributes to the achievement of this overall goal. The Talent Engagement and Partnerships unit is key pillars of UNICEF’s talent acquisition and talent management, aiming to attract new talent into the organization including young people. This position is a core function in DPC’s Talent Engagement and Partnerships unit and will contribute to:
• Efficient new talent recruitment processes, contributing to the hiring and retention of the best talents to support the strategic human resources needs of offices
• Enhanced tools, guidance and information products to assist UNICEF offices in deploying and managing UN Volunteers
• Greater understanding within the organization of the value and impact of Young Talents, such as UN Volunteers and Interns, as an important part of UNICEF’s workforce
• Equitable, transparent and systematic application of UNICEF rules and guidelines on the use of UN Volunteers
• Good relations with partner governments, country offices, universities and other organizations ensuring continued contributions to the UNV programmes
• The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs)
• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
