The Shared service Unit (SSU)

The Shared service Unit (SSU) is an operational center of excellence providing workplace solutions and operational support to the hosted units and country program based in Amman. The SSU was set up to inject energy and synergy with the objective of providing succinct support services to the IRC entities hosted in Amman. Currently, the MENA (Middle East and North Africa) regional office, Jordan Country Program, Syria – Amman Office and the Occupied Palestine Territory (OPT) emergency response are all hosted and supported by the Shared Services Unit (SSU), which is currently providing operational support to a total of over 200 staff members. The objective of the SSU is to eliminate duplication and leverage on economies of scale to provide efficient and effective services to its stakeholders.

Job Overview/Summary:

The HR Officer is responsible for providing support to all the hosted entities with the SSU, which is based in Amman. The role reports to the SSU Deputy Director MiP to MENA Regional HR Coordinator and will work closely with the global, regional and country human resources staff to ensure synergies in HR operation are achieved. The HR officer will be responsible for all the hosted staff human resources needs and support. This includes but not limited to maintaining HR records, following up on staff benefits, supporting the performance management system, targeted learning, and development initiatives, as well as other HR projects.

Responsibilities:

  • Facilitate clearance and approval of all global and regional, and SSU support roles in compliance with IRC HR policies;
  • Review JDs, ensure proper job banding of roles, andensure RRH are fully signed by designated approvers.
  • Ensure hosting requests are run by regional office and approved by SSU DD
  • Collaborate closely with recruiters and hiring managers to prepare offers and manage contracts for national and international staff;
  • Manage staff contracts, renewals, changes in status, and transfers.
  • Manage other types of contracts/agreements such as TTAs, Acting forms, service contracts and consultants
  • Manage and maintain comprehensive staff records for all hosted staff based in Amman: Gobal, Regional and SSU, ensuring proper documentation and compliance with legal and IRC requirements.
  • Administer and manage compensation and benefits for all national and international hosted staff, ensuring accuracy and adherence to IRC compensation policies;
  • Collect timesheets and overtime records where applicable to support payroll preparation.
  • Follow up on benefit entitlements in collaboration with the Compensation and Benefits department.
  • Act as the focal point for global and regional initiatives, driving communication and coordination with SSU stakeholders.
  • The SSU HR will act as the focal point for All GEDI/Safeguarding andduty of care process for SSU based staff and will drive communication with all the SSU stakeholders.
  • Act as the main contact for all staff-related issues, providing support, resolving concerns, and ensuring a positive work environment through active listening and problem-solving.
  • Manage the yearly performance management cycle for all hosted staff (regional, global and SSU); 1- Ensure timely and effective communication with staff and follow up on performance management-related tasks. 2- Work closely with supervisors by ensuring adherence to the performance management cycle and timelines. 3- Track the completion of performance evaluation forms and address any delays or issues.
  • Administer and manage the Leave Management System. Monitor leaves for all SSU hosted staff, ensuring accurate leave records and compliance with leave policies.
  • Handle the onboarding process, ensuring new hires (national & international staff) are equipped with the necessary tools.
  • Manage exit procedures, ensuring smooth transition for departing staff (national & international staff).
  • Prepare HR reports on staff data and support data analysis for HR operations.
  • Assist in planning, organizing, and tracking Learning & Development opportunities for hosted staff.
  • Maintain records of L&D initiatives, and processed training requests forms.
  • Manage ongoing communication with staff regarding HR processes, performance management, announcements, holidays and any updates.
  • Regularly update the personnel records filing system ensuring that information is filed in an orderly and timely manner.
  • Prepare official letters using the IRC templates, service certificate, etc.
  • Deliver training on HR policies when required.
  • Always maintain confidentiality of all sensitive HR information.

Minimum Qualifications:

Required Experience/qualification/Skills:

•At least 2-4 years of relevant professional experience in Human Resources Management

Bachelor’s degree in relevant field required.

•Previous experience in an emergency or conflict-afflicted setting is required.

Demonstrated Skills and  Competencies:

•Credible written, presentation and verbal communication skills; ability to convey information effectively and solid experience providing training and staff development

•Validated ability to plan long-term, organize priorities and work under administrative and programmatic pressures with detail orientation and professional patience.

•Highly collaborative and resourceful; ability to establish positive working relationships with senior level management and all other partners to maximize cooperation and productivity.

•Curiosity, a desire to continually learn and develop and a sense of humor is a must.

•Analytical ability in creating effective solutions to complex matters while adhering to labor laws and internal policies.

Language/Travel:

•English & Arabic is required.
