The IRC responds to people’s acute and longer-term needs with integrated programs that improve health and safety, prioritize children’s education, foster economic wellbeing, and empower communities to regain control over their lives. Our work gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, conflict sensitivity, coordination, and impact.

The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale, and expanded later in Sana’a and Hodeidah in the North.Currently IRC Yemen is operating in eight governorates in the south and north of Yemen through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

The International Rescue Committee (IRC) have been working in the Middle East and North Africa (MENA) for more than forty years. Today, the IRC has more than 2,200 staff working across the region, including in Iraq, Jordan, Lebanon, Libya, Syria, and Yemen to support those affected by some of the world’s most complex and protracted humanitarian crises.

SCOPE OF WORK:

The field coordinator is the most senior staff leading, representing, managing and overseeing IRC operations, staff, assets and properties.

JOB SUMMARY:

Overall responsible for leadership and management of programs and operations in Al Dahale field office. Reporting to Deputy Director of Operations (DDO), the incumbent shall be representing IRC with government line ministries, sub clusters, NGO coordination mechanisms, partners, local communities and stakeholders as well as taking part and representing IRC in other forums, such as OCHA coordination meetings. This position is a member on the Extended Senior Management Team (ESMT) and participates in all meetings and decision-making forums within IRC as necessary.

WORKING RELATIONS:

Position Reports to: Deputy Director of Operations (DDO)

Position directly supervises: SC Officer, Humanitarian Access Officer, Finance/Admin Assistant. And senior program staff from each sector.

Other Internal and/or external contacts:

Internal: Supply Chain, HR & Administration, Program staff, Finance, Grants, Field support staff.

External: UN agencies, partner organization, local governance units, local communities

MAIN RESPONSIBILITIES:

Office and Operations Management

  • Overall responsible and accountable for Al Dahale field office
  • Lead and manage IRC field office, this includes providing overall leadership, security management, operation and program management.
  • Responsible for both internal and external coordination with stakeholders, program and operation leads.
  • Streamline the operational support of the Al Dahale field Office and ensure that both operations and program staff meet expectations in executing their tasks and assignments.
  • Work in collaboration with DDO, Supply Chain, Humanitarian Access, HR and finance departments to ensure that field office is adequately operating and provide expected level of support to program teams for da y today implementation.
  • Coordinate with Finance, Admin and program departments to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.
  • Continuously monitor security developments in areas of operation to ensure security and safety of IRC staff, programs and assets. Manage and where necessary escalate field-level security incidents in close cooperation with the Humanitarian Safety and Access Coordinator.
  • Ensure that all IRC premises meet security, admin and wellbeing standards and recommend improvements, where necessary.
  • Routinely monitor, coordinate and plan with the respective department for planning and process of procurement for program and operations.
  • Ensure that IRC has adequate storage capacity for program and operations supplies.
  • Oversee vehicles operations and usage for the smooth and safe running of the programs.
  • Lead on new facility identification and selection, when required. Manage initial set-up, if applicable.
  • In consultation with the IT officer and IT manager, ensure IT standards and met and recommend improvements, where necessary.
  • Maintain office records and disseminate information and correspondence from capital offices vice-versa.

Program Support

  • Provide consistent and constructive support to all program departments in areas of operation.
  • Follow up with program leads at field office to ensure program quality as per IRC and donor requirements.
  • Perform regular program site visits to ensure progress and quality in implementation of activities.
  • Communicate and in coordination with the country office-based coordinators and managers to address any issues affecting quality or timeline of program activities.
  • Closely follow up on the work of the project managers and officers to ensure that they are well informed of the activities and the funds they are responsible for.
  • Consolidate inputs for monthly project cycle meetings and ensure follow up on action points.

Coordination:

  • Represent IRC at all forums and at the inter-cluster coordination meetings chaired by UN OCHA and other leads and.
  • Represent IRC to governmental authorities and local communities. Convey information on IRC program activities and criteria as well pass community needs and requests to program coordinators.
  • Coordinate, support partnership team to oversee IRC’s local partner(s) activities and projects.

Staff management

  • Establish and promote ethical, professional working relationships among staff and between staff and communities.
  • Preserve close, open and professional relationships with all staff.
  • Work towards strengthening staff’s team spirit by demonstrating good leadership.
  • Address any issues that arise within the framework and spirit of IRC policies and rules of professional conduct.
  • Support staff in implementation of HR policies including performance evaluation, staff development, and disciplinary measures.
  • Ensure attendance and leave management of all staff assigned to field office in close coordination with their capital-based technical managers.

Compliance

·Ensure adherence to IRC and Donor policies and procedures for all operations departments, including Supply chain, Humanitarian Access, HR, finance and IT.

·Ensure health, safety and security protocols are always followed, and take timely corrective actions as required and in consultation with DDO and SMT.

·Promptly inform DDO of any areas of concern for potential or suspected violations of policies and procedures.

·Promote and actively participate in initiatives and efforts to build team engagement, inclusion, and cohesion in IRC [team/office]

·Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.

·Educate/raise awareness among the community and clients about the existing feedback mechanisms and response processes

Minimum Qualifications:

REQUIREMENTS: (Qualifications, Skills and Abilities):

A.Education:

The incumbent should be a graduate from an accredited university with a degree in social studies, political science, business administration or equivalent.

B.Experience:

Minimum of five years of experience on a similar position, i.e. field manager, area manager, field coordinator or requirement preferably with an INGO for NGO.
