The IRC Yemen Country program was established in 2012 and currently is implementing integrated Health, Nutrition, Environmental Health (WASH), Economic Recovery and Development, Women Protection and Empowerment, Child Protection and Education programming in eight governorates. The IRC Yemen Country Program operates with its Country Office in Sana’a and its main Field Office in Aden. Other subfield offices include Abyan, Hodeida, and Al Dhale, with the Al Dhale office covering Lahaj, and the Abyan office covering activities in Shabwa.

Job Overview/Summary:

The Facility Technician assists the Supply Chain Coordinator in identifying, setting up, and maintaining structure and household equipment in IRC Aden’s main office, staff housing, and other program sites and relevant facilities as assigned. He/she also maintains up-to-date tracking sheets for maintenance, leased facilities, ensuring contracts are extended timely where applicable and rent payments are processed. He/she will be responsible for proper installation, maintenance, and repairing electrical systems, plumbing and water systems and generator maintenance within IRC facilities. The ideal candidate will ensure the safe and efficient operation of IRC facilities, adhering to all safety regulations and standards. This position will be identifying, setting up, and maintaining structure and household equipment at Aden’s main office, staff housing, and other relevant facilities as assigned.

Major Responsibilities:

A.Facilities Management

·Conduct regular inspections and preventive maintenance to avoid electric system failures.

·Whenever needed install Automatic Transfer Switches (ATS) in any facility used by IRC

·Diagnose electrical issues using blueprints, diagrams, and testing devices and troubleshoot problems

·Perform upgrades and repairs on electrical systems, including circuit breakers, switches, and control devices.

·Maintain accurate records of all electrical work performed, including inspections and repairs.

·Install, troubleshoot, and repair electrical systems, including wiring, fixtures, and equipment.

·Follow National Electrical, governorate, and local building regulations to ensure safety and compliance.

·Assist Supply Chain procurement staff in setting up a new office, staff housing, or warehouse space, including suggesting improvements and drafting BOQs.

  • Conduct routine rounds at the offices, staff housing and warehouse ensuring building structure, fittings, plumbing and taps, wiring and electrical sockets, lighting, doors and windows, tiling, carpentry, painting, etc. are regularly maintained and constitute a safe working environment for IRC staff.
  • Raising Purchase Requests and Item Forecast in Integra for Facilities for maintenance needs.
  • Initiate procurement and distribution of household equipment, cleaning and kitchen supplies and materials for facilities (including drinking water and gas canisters) and follow up with Supply Chain teams as required.
  • Keep track of and ensure timely payment for office, warehouse and guesthouse utilities (water, electricity, and internet).

B.Generator Management

·Specific responsibilities include ensuring appropriate generators are procured whenever required

·Generator Operation is done in accordance with the operation guidelines and procedures

·Ensure the correct and timely routine maintenance and repair of IRC generators. Generators are maintained in good working conditions in accordance to IRC generator maintenance and Repair policy

·That generator fuel consumption is well monitored and identify innovative ways to reduce fuel consumption

C.Reporting

The position holder will:

·Reporting Facility’s maintenance needs, Refreshments and Cleaning Materials

  • Keep all documents related to installation /equipment/infrastructure in order and update them regularly.

D.Staff Management and Development:

·Ensure each team members’ objectives are set following the organizational unit vision as well as operations context(s)

  • Supervise cleaning service provider, regularly check on the quality of work performed, and keep track of their attendance.

Minimum Qualifications:

Job Requirements:

Education:

·Education: Bachelor’s degree in electrical engineering, machinery mechanical degree, or another relevant vocational education.

·Work Experience: At least 3 years collective experience in electrical works, or maintenance management.

Technical Skills & Experience:

  • Hands on experience in electrical work. Ability to perform repairs (e.g. wiring or plumbing tasks).
  • Ability to work with power tools and hand tools
  • Experience in logistics, stock and consumables tracking and reporting.
  • Strong ability to prioritize work under pressure, maintain attention to detail, and coordinate multiple tasks to meet deadlines.
  • Effective time management and organizational skills.
  • Theoretical and preferably practical understanding of basics of electricity
  • INGO experience preferred

Soft Skills and Competencies:

·Competent with using computers, especially Microsoft Office Word and Excel spreadsheets and Outlook.

·Customer & client centered and service-oriented mind & attitude, and ability to work independently under pressure.

·Sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution.

Language Skills: Good English and fluent Arabic to communicate clearly and effectively.

Computer Skill: MS Office – MS Word, MS Excel, MS Outlook

Certificates or Licenses: Relevant certificates

Working Environment:Based in Aden office, required to travel to field offices, if required

There is active conflict in parts of the country and a possibility for further expansion of the conflict and violence into other areas. Staff must comply with all IRC security policies and procedures applicable to international staff. Security will be thoroughly discussed during the interview process.
