General Job Description

The Community Mobilizer of the Economic Recovery and
Development Program will be responsible for implementing multi-purpose cash
transfer activities and distribution of WASH and NFI kits at the village/community
level as indicated and will report to the ERD Cash and Livelihood Officer. It
is a fundamental position in the field for the implementation of basic needs activities
in its emergency response, and economic recovery components. The Community
Mobilizer will spend most of his/her time in the field to identify target
communities, establish relationships with community authorities, participate in
the implementation of field activities such as community mobilization,
identification of potential clients, selection of clients according to a
participatory approach, distribution of cash and WASH/NFI Kits to vulnerable
clients, participation in cash payments to clients, registration of complaints
and support for beneficiary households in the proper management of their
resources.

Zone of Intervention

The Community Mobilizers will be based in the Northwest
Region Precisely in Widikum and in the
Southwest Region in Mamfe

Job Objectives

  •  Lead the process of community engagement and mobilization.
  • Implement a community-based participatory approach to targeting, identification and registration of project clients for MPCAs and Distribution of Preposition Kits.
  • Participate and coordinate daily activities related to cash transfer in the field.
  • Identification and selection of vulnerable HHs for distribution of Preposition Kits.

Responsibilities

The Community
Mobilizer will be responsible for:

  • Support in rapid needs assessment and identification of communities of intervention in the project locations.
  • Mobilize all stakeholders for community engagement meetings and also conduct focus group discussions on vulnerability criteria scoring
  • sensitization of key stakeholders (community leaders, administrative authorities, and targeted households on the program objectives, community Participation and IRC Feedback Mechanism
  • Participate in the set-up of the targeting, Complaint and Feedback Management Committees and collaborate with them in the identification and selection of clients and collection of feedback in the communities.
  • Represent IRC in any external meetings with administrative authorities and build strong relationships with local authorities and implementing partners.
  • Actively liaise with Partners in the identification and selection of vulnerable households (usually IDPs and recently displaced persons) for the Multipurpose cash and WASH/NFI Kit distributions
  • Participate in the distribution of cash and/or Preposition kits to recently displaced populations and vulnerable IDPs.
  • Actively Mobilize clients and ensuring all logistics are in place for the distribution.
  • Liaise with Partner staffs to Conduct monitoring activities market price monitoring in local markets and home visits to clients of cash.

Other Responsibilities

  •  Ensure that all activities are implemented in accordance with IRC operational policies.
  • Other additional duties assigned by the supervisor.

Technical Qualities

  • Proven ability to mobilize communities, and identify, select, and registration of clients is highly required.
  • Experience in collecting quantitative and qualitative data with digital tools.(Kobo collect and Comcare is an added advantage)
  • Excellent written and oral communication skills in English and Pidgin English.(Knowing the local dialect is an added advantage)
  • Have a good presentation and a respectful attitude towards clients, local authorities, community leaders, colleagues, and superiors.
  • Compulsory mastery of local languages, cultures, and traditions of the NW and SW regions of Cameroon.

Aftercare

  • Collect relevant data during the implementation of the project and provide regular reports to his/her supervisor,
  • Monitor the process of payment of clients by local operators during distribution and manage or escalate related complaints,
  • Assist in data collection during surveys and post-distribution evaluations when needed,
  • Ensure the management of complaints made by clients and non-clients,
  • Supporting households in the proper use of financial resources.

General

  •  Commits to the IRC Way.
  • Commits to ensuring the optimal implementation of these Policies within its framework.
  • Is available to perform any other ad hoc task deemed useful by his/her direct supervisor or by IRC.
  • Produce weekly activity reports.

Minimum Qualifications:

Desired Profile

  • At least one year experience with an NGO with strong skills in community mobilization.
  • Have a degree or at least advanced level Certificate or any other equivalent diploma.
  • Minimum 1 year of work experience with cash transfer programs (desirable) or economic recovery activities.
  • Work experience in a similar position related to community mobilization,
  • Have a good knowledge of the terrain, especially of the said locality.
  • Excellent written and oral communication skills,
  • Be flexible, able to work in a team sometimes under pressure and sometimes outside working hours and days often in an unstable security environment,
  • Be of Cameroonian nationality,
  • Knowledge of computer science (Word, Excel, etc.) would be a plus.
