Background/IRC Summary:

the Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Today, 13.4 million people in Syria – more than half of the country’s population – need humanitarian assistance with needs increasingly being exacerbated by economic decline. Of these, 6.8 million are refugees and asylum-seekers who have fled the country. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes, and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis a rapidly expanding portfolio, supported by more than 1000+ staff in Syria Country Program. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon, and Jordan in the fields of health, child protection, early childhood development, education, women’s protection and empowerment, non-food items and food distribution, cash assistance, water and sanitation, protection and rule of law, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing modern humanitarian action, including questions of access, security, funding, and coordination.

Job Overview/Summary:

As part of its Syria response, the IRC has programs to support women and girls throughout Al-Hasaka, Deir Ezzor, and Ar-Raqqa governorates in Syria. The Community Based Protection (CBP) Mobilizer will be leading all information provision, outreach, risk mitigation and community mobilization efforts. Core activities include dissemination of information, assessment of risks faced by women and girls in the targeted communities and development of response strategies, capacity building of community members. She/He will facilitate and contribute to forming Community-based Committees to enhance community self-protection. In addition, the CBP Mobilizer will take on any additional social cohesion and conflict resolution activities as required by the Protection Officer to meet the project objective.

Responsibilities:

  • Identify barriers to accessing available services for vulnerable women and girls and propose measures to reduce/eliminate those barriers
  • Mapping out and facilitating the establishment/strengthening of community groups such as women committees.
  • Conduct regular visits to oversee the progress and activities of the women’s committees, ensuring they are functioning effectively and addressing community needs.
  • Offer continuous guidance, motivation, and encouragement to committee members, recognizing their efforts as volunteers and helping them sustain active participation.
  • Organize training and development sessions to strengthen the leadership and problem-solving skills of committee members, ensuring long-term impact within the community.
  • Organize community meetings as needed, for information dissemination or other purposes
  • Conduct community awareness sessions on GBV prevention, response, and protection mechanisms with a focus on addressing the drivers of conflict and risks specific to the local context.
  • Integrate topics on conflict resolution and peaceful coexistence into awareness-raising sessions, emphasizing the importance of community unity among IDPs and host populations.
  • Facilitate discussions that challenge harmful social norms and promote gender equality through a culturally sensitive approach.
  • In collaboration with PRoL team organize and facilitate social cohesion activities that bring together IDP and host community members to foster mutual understanding and collaboration, including group dialogues, cultural events, and community-based conflict resolution initiatives.
  • Work closely with community leaders, women’s groups, and local authorities to identify and address sources of tension, promoting a peaceful and cooperative community environment.
  • Mentor and provide capacity-building support to local partner staff to ensure they can independently implement GBV awareness, social cohesion activities, and community outreach activities.
  • Offer immediate Psychological First Aid (PFA) to individuals affected by GBV and other forms of trauma.
  • Ensure safe referrals to relevant GBV services for survivors in need of further support, such as case management, health services, or legal assistance.
  • Work with protection team to ensure IRC is responding to the evolving needs of communities
  • Maintain positive coordination and relationships with partners and other sector staff. 
  • Facilitating and conducting international day events by engaging both IDP and host communities while ensuring Do No Harm principles and conflict sensitivity principles
  • With the technical support from the Officer, develop appropriate messages on the types of services and support available to survivors of GBV.
  • Support distributions of risk reduction items (inc. dignity kits) and follow-on monitoring
  • Work with the WPE team to conduct regular safety audit assessments.
  • Collaborate with the M&E team by providing regular updates, monitoring the progress of activities, and collecting data to evaluate the impact of community interventions.

Other duties and responsibilities

  • Complete attendance sheets for relevant activities and contribute to monthly activity reports, according to guidance provided by the Officer, and supply information on a weekly basis to the Officer in line with deadlines.
  • Maintain positive coordination and relationships with partners and other sector staff.  

Minimum Qualifications:

  • University degree/institute certificate or other advanced technical qualifications preferably in psychology, sociology, social work, education, or other related fields.
  • A minimum, completion of secondary education is required.
  • Minimum, 1 year of professional experience in GBV, in particular – supporting adolescent girls and women protection and empowerment, counseling, awareness sessions, and PSS preferably with women/girls.
  • Experience in facilitating awareness-raising sessions, particularly on sensitive topics such as GBV, conflict resolution, and peaceful coexistence.
  • Knowledge of Psychological First Aid (PFA) and safe referral mechanisms for GBV survivors is an asset
  • Strong interpersonal and communication skills, with the ability to work collaboratively with diverse communities.
  • Previous experience in an emergency or conflict-afflicted setting is desired.

Language/Travel:

  • Arabic is required, while Kurdish and English will be added advantages.
  • Travel: 100% to field sites in 100% as well as attending regional and global workshops and meetings.
