Program Brief

Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development. The IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since the IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Recently IRC has also introduced two new programs: Protection Rule of Law (PROL) and Education. IRC will continue working in both the camps and host community; while meeting the significant needs of both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC will grow over time its geographic coverage within Cox’s Bazar and to other parts of the country, thus expanding its’ networks and partnerships around emergency preparedness and response work, reaching beyond the Rohingya refugees, also targeting the vulnerable host groups in Cox’s Bazar and other parts of Bangladesh.

Purpose of the Role

The IRC Clinical Supervisor will be responsible for the management of the IRC’s Primary Health Care Center (PHCC) activities in the Rohingya Refugee Camp, Cox’s Bazar. Clinical Supervisor will ensure good quality and continuity of primary health care services from the respective facility to clients/communities.

The Clinical Supervisor will assist the Senior health Manager to oversee the facility and staff’s daily performance to ensure a high level of ethical and professional standards. Clinical Supervisor will take charge of the PHCC team including the provision of high-quality emergency and primary healthcare services to the local catchment populations.

Highlights of Key Responsibilities

Clinical supervision and technical support:

  • Helps to ensure that a medical facility and its staff maintain a high level of ethical and professional standards.
  • Works to improve the delivery of high-quality healthcare service to meet the national and WHO standard.
  • Counsels and trains newly hired clinical staff and supports clinical staff in the effort to serve patients adequately.
  • Conduct job mentoring for clinical work to obtain/ refresh clinical skills to improve the chances of career advancement and to enhance the quality of services offer in facilities.
  • Ensure the availability of essential drugs and medical supplies at the facility as per the approved tracer drug list.
  • Review laboratory reports and advice for additional investigations or referrals as may be required depending on the clinical condition.
  • Together with the Supply Chain, develop a list of drug and medical/logistics supplies for procurement based on the approved essential drug list/Procurement plan. Coordinating with Country Pharmacist to update the Essential Drug list from Global Essential Drug List and prepare waiver form for inclusion if needed.
  • Ensure that national protocols and guidelines are available in all facilities and that clinical staff are adhering to those protocols and guidelines in their day-to-day work.
  • Lead the effort of linking service to the community by effectively learning and promoting health programs for the community.
  • Lead the recruitment, hiring and training of clinical staff.
  • Evaluates the job performance of clinical personnel.
  • Regularly assesses the facility to recommend modifications or changes in processes to ensure services are friendly, available, and acceptable to clients.
  • Ensures that all clinical staff are accurately notating patients’ electronic health records.
  • Strictly follow up the medical and operational supply chain system, stock recording, timely ordering for the supplies and accountability in relation to the warehouse and use of supplies including medicines and medical items.
  • Promote the culture of learning and documentation so that lessons learned, and good practices are documented and shared for institutional memory and learning. Ensure that field experiences are documented and used to advocate on behalf of the communities.
  • Works closely with other IRC programs present in the same location, such as women’s protection and empowerment, child protection, protection rule of laws, and education ensuring integrated program to the extent possible.
  • Promote the quality of IRC’s primary healthcare facilities by ensuring quality standards are met, and mechanisms for quality assurance mechanisms checks are in place. Regularly reports on the status of quality for the health facility.

Staff supervision and development:

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Direct supervision of Medical Doctors, Lab Supervisor, Community Outreach Officer, Facility Support Senior Officer, and IPC officer of PHCC.
  • Ensure job capacity-building opportunities for staff on technical skills.
  • Build the capacity of medical doctors through coaching and monitoring.

Management and Reporting:

  • Raises Purchase and Payment requests for Health Program and Support team specified by Donors/Grants.
  • Ensure that staff is capturing data correctly and reporting accurate data in a timely manner.
  • Contribute to preparing internal and external reports (such as narrative reports from field visits, Donor Report, Weekly report for field office, DHIS data reports) within agreed deadlines using IRC and donor formats, as required.
  • Contribute to the development and maintenance of effective and efficient oversight, support, quality control and reporting systems and processes.
  • Overseeing the collection and timely reporting of program data and indicators for primary healthcare programs in line with IRC’s guidelines and according to internal and donor requirements, ensuring timely collection and entry of program data.
  • In coordination with the Senior Health Manager, activity development and maintain an effective working relationship with key stakeholders, government actors, UN Agencies, International and Local NGOs, and other relevant actors at Sector and the field level.

Other Duties:

  • Consistently and proactively monitor all assessments of the safety and security of field teams, promptly reporting concerns or incidents to supervisor/IRC management and liaising with other external parties as required to maintain/enhance the security environment.
  • Other duties as assigned by the supervisor to enable and develop IRC Program.

Minimum Qualifications:

Experience

  • At least 3 years of clinical experience in any healthcare system, tropical infections and diseases, Integrated Management of Childhood Illness, Emergency Obstetric Care, Syndromic Management of STIs and clinical care of sexual assault survivors.
  • At least 1 year experience as Clinical supervisor/ Clinical manager / Health Facility Manager in Rohingya context (Mandatory).

Competencies: Knowledge, Skills & Abilities

  • Registered and licensed under Bangladesh Medical and Dental Council.
  • Experience in management of health facilities and staff, including previous experience supervising and mentoring other health staff.
  • Ability and flexibility to understand the cultural and socio-economic environment and to work well with the local health representatives.
  • Skills to provide sensitive and appropriate medical counseling.
  • Excellent communication skills, good spoken and writing of concise reports in English.
  • Required to be team oriented with excellent interpersonal skills and the ability to work under pressure in a stressful environment, displaying patience, compassion, and diplomacy.
  • Ability to be innovative, flexible, adaptive, and willing to work in potentially stressful and challenging environments.

Specific Educational Qualification

  • Degree of Medicine (MBBS) from a recognized institution.
  • Must hold registration under BMDC.
