Job Overview: 

The Information Technology department is responsible for the design and implementation of the IRC’s global IT strategy, including all needed infrastructure and supporting tools and applications. The mission of the IRC – to bring refugees from harm to home – is what makes the role so exciting. The ideal candidate will be motivated and energized by both.
The Chief Information Officer (CIO) will play a crucial role in the global transformation of IRC’s technology strategy, aligning IT initiatives for enhancing business capabilities with the overall mission and goals of the organization. The CIO will champion forward-thinking leadership to advance digital transformation, data-driven decision-making, and IT excellence across all levels of IRC’s IT operations, globally.
As a key member of the Senior Leadership Group and the Operations Leadership Team, the CIO will drive innovation, ensuring the adoption of emerging technologies to enhance the impact of IRC’s humanitarian work. The role requires a visionary leader who can foster a culture of continuous improvement, lead complex global projects, and ensure the scalability and security of IRC’s IT systems to support its expanding needs.
The CIO will partner with senior leadership to leverage technology solutions to support and promote the progressive vision of the organization. The CIO will lead the development and execution of the business technology strategy and implement an evolving Technology Roadmap that stays linked to IRC’s Strategic Business Plan (Strategy100).   Solutions developed should help provide measurable outcome data, metrics and reporting on IRC’s global activities.
The CIO will need to collaborate with business leaders on application systems to support internal business functions and facilitate business objectives by providing expedient, efficient, accurate, and secure operational transactions and information flow in headquarters and field operations.
RESPONSIBILITIES:
1.The CIO will lead the ongoing evolution of a technology Roadmap and be responsible for the overall management, direction, integration, and support of IRC’s information systems that enable headquarters and global field operations.
2.Define, develop, and execute a comprehensive IT strategy, Technology Roadmap, and enterprise architecture. The IT Roadmap will offer clear directions for the transformation of IRC’s systems and technology.  This Roadmap reflects the need to upgrade systems and processes to match the existing scale and complexity of IRC’s programs and support the aspirations of IRC strategy as well as reflect the ongoing changes and capabilities available through advanced IT system. The IT Roadmap will focus on key priorities including the further enhancement of IRC’s Grants Management System to full life-cycle capability; the transformation of the core infrastructure to ensure IRC’s data is kept secure and meets all compliance requirements globally, a robust HRIS system to track and support our people globally and ongoing improvements to our Fundraising solutions.
3.Direct the definition, development, and support of IRC’s technology systems.  Collaborate with business leaders on application systems to support internal business functions and facilitate business objectives by providing expedient, efficient, accurate, and secure operational transactions and information flow.  Direct the secure and continuous operation and maintenance of a flexible and scalable network infrastructure.
4.Identify, evaluate, select, and implement emerging technologies to unite and interconnect the IRC movement, and allow the sharing of information through remote access and other web-based, mobile, and social media tools.
5.Ensure that the technological systems that support IRC’s programs are superior in quality, efficiency, and effectiveness, and follow all regulatory guidelines.
6.Develop, implement, and maintain a set of standards, processes procedures, and environments for data, telecommunications, hardware, software, and documentation.  Institute accountability, control systems, and methods to ensure the successful execution of IT while promoting continual improvement in the effectiveness and efficiency of technology services.
7.Create the enterprise IT budget, monitor performance against the budget, and act to ensure budget compliance.  Develop enterprise-wide technology procurement opportunities to achieve standardization and cost savings, including strategic vendor alliances and customer relationship management.  Select and manage all outsourced vendors providing IT services.
8.Serving as a key member of the Senior Leadership Group, the CIO will share responsibility for policy formulation, strategic planning, corporate decision-making, the achievement of corporate goals, and overall leadership of the enterprise.
9.Serve as a key member of the Operations Leadership Team to ensure that the key operational needs of Global Supply Chain, Safety & Security, Facilities and IT are met for the broader organization. 
10.Facilitate communication between staff, management, vendors, and other technology resources within the organization. Serve as the IRC spokesperson on IT and business issues and brief top-level executives on key developments.  Serve as the technology liaison to external organizations and government agencies.
11.Hire, retain, and develop a highly qualified IT team, and plan and provide continuity and succession for all IT management.  Augment this staff with a team of business relationship managers responsible for working with key stakeholders across the enterprise to deliver mission-critical technology solutions.

1.Background and Experience: Experience in developing a comprehensive IT strategy and enterprise architecture in an international, geographically dispersed company. Demonstrated success in leading business process reengineering, IT integration, and automation initiatives and prioritizing and implementing multiple projects in support of IT strategies that have improved organizational performance.  Experience in delivering major global technology solutions across Finance, HRIS, Supply Chain and Procurement.
2.Outstanding Leadership and Motivational Skills: Build, lead, motivate, and inspire a technology team to be responsive and proactive to the needs of the business.

Prepare and present business cases that provide the necessary financial and business metrics to support an evidence-based strategy and to enable the organization to make effective decisions regarding the technology supporting their business initiatives and strategic vision.  Demonstrated ability to drive technology as an enabler to the business.
6.Vendor Management and Intelligent Sourcing: Manage vendor relationships and the negotiation of vendor contracts to ensure high quality and cost-effective service delivery of goods and services.

Job Requirements:
Experience and Education:
•Minimum 10+ years managing IT at large multi-site, multi-national preferably non-Profit organizations
•Minimum 10+ years of leadership responsibility managing midsize to large teams, influencing senior level management by exercising a high degree of latitude, autonomy, and accountability in directing the activities of teams.
•Education – bachelor’s degree in computer science, Business Administration or a related field.  A master’s degree in information technology or business administration or related field is desirable.

Compensation:
Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
US Benefits:
The IRC offers a comprehensive and highly competitive set of benefits. All US employees are eligible for sick time, a 403b retirement savings plans: up to 4.5% immediately vested matching contribution, plus an 3-7% additional IRC contribution, and an Employee Assistance Program which is available to our staff and their families to support in times of crisis and mental health struggles.
In addition, full-time employees are eligible for 10 US paid holidays, 20-25 paid time off days, disability & life insurance, medical, dental, and vision insurance (employee contribution starting at $135, $7, and $5 per month respectively) and FSA for healthcare, childcare, and commuter costs. Part-time employees are eligible for a proportionate amount of paid time off. These additional benefits apply to employees who work at least 6 months within a 12 month time period.
