BACKGROUND

In 2007, the IRC began providing humanitarian assistance to vulnerable and crisis-affected people in Jordan in response to an influx of Iraqi refugees and the strain on host communities. Following the eruption of the Syrian war in 2011, hundreds of thousands of refugees crossed into Jordan. The ongoing insecurity in Syria and the growing needs of refugees have strained Jordan’s resources and infrastructure and exacerbated pre-existing issues like water scarcity and high unemployment.
As resources become more limited, refugees and host communities have fewer economic opportunities and become more vulnerable. The IRC’s new strategy for Jordan shows our commitment to improving the safety, health, education, and economic well-being of people affected by conflict, in camp-based (Za’atari, and Azraq camps) refugees and urban-based refugees, and coordination with the humanitarian community and the Government of Jordan.
JOB OVERVIEW
Under the direct supervision of the Partnership Finance Manager, this position is responsible for the overall implementation and administrative follow-up of the cash assistance activities delivered to IRC clients and volunteers across the IRC intervention locations in Jordan (camps and urban settings).
SPECIFIC DUTIES AND RESPONSIBILITIES
·Coordinate with the program team on the design of payment modalities and the preparation of related documents.
·Coordinate with program teams, SC, security, and Bank/FSP for disbursement (ATM Cards/Cash, etc.).
·Processing of cash transfers (ATM Cards, Mobile Money, Cash in Hand disbursement) to clients across IRC Jordan’s programs.
·Review the payment documents and ensure that all the supporting documents are attached as per the Cash Relief Operating Procedures (CROPs) and the Program Compliance Checklist (PCC).
·Cross-check payment schedules and amounts to clients with the Cash Program Tracking calendar.
·Develop and send out regular cash communications about upcoming disbursements
·Maintain up-to-date distribution calendar
·Submit required payment documents for review & approval.
·Maintain and Archive distribution documentation with the program team.
·Prepare monthly reports of amounts and numbers of transactions in different programs with direct supervisor and programs focal points.
·Main Focal Point with financial service providers regarding all the technical cash assistance disbursements and related client issues.
·Any other task assigned by the Direct Supervisor.
KEY WORKING RELATIONSHIPS
Position Reports to Partnership Finance Manager.
Key Internal Contacts: Other IRC Jordan departments include Programs, SC, Partnership, HR, HAAS, and MEAL.
Minimum Qualifications:
JOB REQUIREMENTS
·University degree in finance, social sciences, program management, or relevant degree.
·Minimum of 3-5 years of professional experience working in Cash Voucher Assistance (CVA) in both humanitarian and development contexts.
·Strong organizational, interpersonal, management, and team-building skills.
·Experience working with and coordinating with local authorities, donors, UN bodies, NGOs, INGOs, and other stakeholders including grassroots organizations.
·Excellent written and verbal communication skills.
·Competent in Windows, MS Office programs, and emails.
