Background/IRC Summary:

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Today, 13.4 million people in Syria – more than half of the country’s population – are in need of humanitarian assistance with needs increasingly being exacerbated by economic decline. Of these, 6.8 million are refugees and asylum-seekers who have fled the country. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis a rapidly expanding portfolio, supported by more than 1000+ staff in Syria Country Program. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, early childhood development, education, women’s protection and empowerment, non-food items and food distribution, cash assistance, water and sanitation, protection and rule of law, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary:

The IRC is seeking a highly motivated Cash-for-Work (CFW) Officer to play a key role in the successful implementation of our CFW projects in Syria. The ideal candidate will be responsible for a broad range of duties, including conducting market assessments, preparing Bills of Quantities (BOQs) for rehabilitation projects, selecting beneficiaries, managing input distribution, facilitating training sessions, and monitoring project progress. This position requires exceptional organizational and communication skills, as well as technical expertise to ensure effective project delivery.

As a vital member of the Syria Response Team, the CFW Officer will contribute to the provision of CFW assistance to conflict-affected populations in the target areas of Deir ez-Zor, helping to rebuild livelihoods and support recovery efforts in the region.

Responsibilities:

  • Collaborate with local authorities, beneficiaries, communities, and other NGOs (when relevant) to identify the most appropriate and necessary Cash-for-Work (CFW) projects through a participatory approach.
  • Facilitate CFW projects by identifying potential partners, service contractors, and relevant stakeholders, fostering collaboration for smooth project execution.
  • Conduct detailed labores market assessments to identify wage rates, material costs, and other market dynamics, using the data to inform project design, budgeting, and procurement processes.
  • Carry out community project assessments in partnership with local stakeholders, ensuring CFW projects align with the community’s most pressing needs.
  • Prepare accurate Bills of Quantities (BOQs) for rehabilitation projects, estimating required materials, labor, and associated costs for successful implementation.
  • Develop and manage comprehensive budgets and work plans, ensuring projects are delivered on time and within financial limits.
  • Lead and oversee procurement processes, ensuring that accurate and timely information is provided to the Supply Chain department for procuring raw materials, tools, and equipment required for CFW schemes.
  • Conduct regular follow-up on CFW projects, monitoring progress against the work plan, addressing challenges, and ensuring quality standards are met.
  • Ensure beneficiary selection and project targets are achieved, managing participation and ensuring completion within project timelines.
  • Support the development and use of monitoring tools to track project progress and impact, incorporating feedback from beneficiaries and monitoring data to continuously improve project outcomes.
  • Regularly visit project sites to oversee work quality, maintain compliance with established standards, and provide on-the-ground support to both beneficiaries and contractors.
  • Ensure thorough documentation and reporting of project activities, preparing and submitting timely progress reports to keep stakeholders informed on key developments.

Minimum Qualifications:

  • 2-4 years of progressively responsible professional experience working with INGOs or local NGOs.
  • University degree in civil or agriculture, bachelor`s degree; or master`s would be an asset.
  • Previous experience in an emergency or conflict-afflicted setting is required.

  • Credible written, presentation and verbal communication skills; ability to convey information effectively and solid experience providing training and staff development

  • Validated ability to plan long-term, organize priorities and work under administrative and programmatic pressures with detail orientation and professional patience.
  • Highly collaborative and resourceful; ability to establish positive working relationships with senior level management and all other partners to maximize cooperation and productivity.
  • Curiosity, a desire to continually learn and develop and a sense of humor is a must.
  • Analytical ability in creating effective solutions to complex matters while adhering to labor laws and internal policies.

Language/Travel:

  • English Arabic are  required, Kurdish is desired.

  • Position Reports to:  Early recovery manager.
    Position directly supervises: CFW assistants and CFW facilitators.
    Key Internal Contacts:
    ERD team (livelihood, Agriculture and VSLA staff).
  • Key External Contacts: Community leaders, community  civil council and HAO.
