The IRC is seeking to hire three long-term positions and engage with a pool of short-term experts for the upcoming Institutional Strengthening component of the FCDO-funded “Building Resilience and Addressing Vulnerability to Emergencies (BRAVE)” Programme in Pakistan.
This is anticipated to be a 4-year, approximately £15 million programme. The aim of the institutional strengthening component of BRAVE is to improve the institutionalised planning, resource management, budget allocation and implementation of policies across different government levels, which will ultimately lead to increased government investment scaling up and replicating BRAVE’s resilience activities in other districts. The programme interventions would strengthen institutional capacity and capability across federal, provincial, and district government departments, enhancing their ability to mitigate and respond to climate-related shocks and stresses.
The three long-term positions that will form part of the core team are:
1.Provincial Lead for Sindh
2.Provincial Lead for Balochistan
3.Climate Resilience & Adaptation Lead
Short-term expert positions include:
-Climate change expert
-Disaster risk management expert
-Gender and social inclusion expert

Core team positions
Requirements and Responsibilities – Provincial Leads (Sindh and Balochistan):
The Provincial Leads will be responsible for providing technical and operational leadership in their respective provinces, including contributing to the planning, design and implementation of the programme in collaboration with the Team Lead and technical experts. They will line manage all delivery staff based in their province and ensure the team achieves milestones in relation to the agreed workplan.  They will be the focal person for the programme in their province, and maintain strong working relationships and communication with government authorities, including PDMAs, DDMAs, Provincial Ministry of Climate Change, P&D Departments, other relevant ministries/departments at provincial levels. The role will also be responsible to closely coordinate with other components of BRAVE programme in the province.
The key requirements for the role are:
•Senior resource with 10 to 15 years of experience working with relevant provincial governments, specifically in Sindh or Balochistan.
•Strong understanding of the policy advocacy landscape, with in-depth knowledge of key policies, procedures, and the relevant authorities and actors involved.
•Province-specific experience providing technical assistance in Climate Change, Disaster Risk Management, and Humanitarian Response.
•Experience of working with international donors, especially FCDO.
•Well-versed in relevant policies, including the Nationally Determined Contributions (NDC), National Adaptation Plan (NAP), Climate Change Policy and Act.
•Strong skills in coordination, negotiation, networking, and managing the interests of multiple stakeholders.
•Have established government engagement and strong connections with key departments and actors, both governmental and non-governmental, in the respective province.
•Possesses a deep understanding of the provincial operating environment, including government institutional arrangements and stakeholders’ relationships.
•Experienced in operations and team management, effectively leading diverse teams and prioritizing multiple tasks.
•Strong awareness of other donors, programmes, and interventions in progress at both the provincial and national levels.
Requirements and Responsibilities- Climate Resilience and Adaptation Lead:
The Climate Resilience and Adaptation Lead will be responsible for providing technical leadership and guidance to the programme team (across target geographies) in thematic areas related to evidence-based institutional strengthening for climate resilience and adaptation.  Through convening and involvement of stakeholders and government authorities at various levels, use of evidence and research, as well as policy development and implementation processes, the position will contribute to improve climate resilience and adaptation policies and institutions. They will maintain strong communication with the rest of the programme leads, consortium members and delivery team to ensure coordination of programme strategies. They will ensure strong relationships with government authorities at central and subnational level in coordination with Provincial Leads. They will keep close coordination with other BRAVE components for developing integration and synergies.
The key requirements for the role are:
•10 to 15 years of experience in designing, implementing, and providing technical support for climate resilience, mitigation, and adaptation in Pakistan. International experience is a plus, but not required.
•Proficient in relevant national and international policies and frameworks, including the Nationally Determined Contributions (NDC), National Adaptation Plan (NAP), COP agreements, Sustainable Development Goals (SDGs), Climate Change Policy, and the Climate Change Act.
•Strong understanding of key disaster risk reduction (DRR) frameworks, the National DRR Act, and the political economy and operational hierarchy of disaster management in Pakistan.
•Expertise in climate research and resilience, working with government institutions to refine policy, systems and frameworks.
•Skilled in providing technical inputs and effectively communicating with stakeholders, including project teams, to influence and persuade.
•Worked with donors especially FCDO in Pakistan.
•Experience of working with relevant government bodies in Pakistan, e.g. MoCC&EC / Pakistan Climate Change Authority, Pakistan Environmental Protection Agency (Pak-EPA) relevant ministries like Planning, Development & Special Initiatives, Agriculture, Water Resources, Food Security and Research etc.
•Strong awareness and understanding of ongoing resilience programs, donors, relevant institutions, funding streams, and evaluation approaches both in Pakistan and internationally.
Short-term positions (expert pool)
Requirements – Climate Change Expert
·A subject specialist and technical expert with 10 to 15 years of experience.
·Thorough understanding of climate science, including impacts, adaptation, and mitigation strategies.
·Proficient in data analysis and climate modeling tools, along with relevant standards and software.
·Experienced in conducting climate risk assessments and developing climate action plans.
·Strong knowledge of national and international climate change policies, frameworks, evaluation standards, and guidelines.
·Skilled in monitoring and evaluation, with a focus on climate resilience initiatives.
Requirements – Disaster Risk Management Expert
·Significant experience (+10 years) in providing technical support and advisory related to disaster risk management and recovery.
·Solid understanding of disaster risk reduction frameworks and relevant international standards, such as the Sendai Framework.
·Proficiency in assessments, evaluations including data analysis and tools for risk assessment and planning.
·Strong communication and facilitation skills for engaging with stakeholders and facilitating knowledge transfer.
·Demonstrated ability to develop practical disaster response strategies and training materials.
·Familiarity with national disaster management policies and institutional arrangements.
·Capacity to deliver short-term technical assistance and guidance effectively.
·Advanced degree in disaster management, environmental science, climate, or a related field.
Requirements – Gender and Social Inclusion Expert
·Having extensive expertise (5–10 years) offering high-level technical support on social inclusion and gender issues in the Pakistani development context.
·Thorough familiarity with applicable international legal frameworks, social inclusion approaches, and global gender frameworks.
·A track record of success in performing gender advocacy, evaluations and analysis to guide the development of strategic programs and policies.
·Strong familiarity with monitoring and evaluation procedures, as well as national and international standards pertaining to gender and social inclusion.
·Capacity to provide required technical support and practical strategic recommendations to improve program effectiveness.
·Proven ability to plan and carry out training programs and capacity-building interventions that promote social justice and inclusion.
·Outstanding advocacy and communication abilities for working with a variety of stakeholders, such as governmental bodies, non-governmental organizations, and community-based organizations.
·An advanced degree in gender studies, sociology, or international development.
