The Position:

Under the direct supervision of the Planning, Monitoring, and Evaluation Specialist and overall direct oversight of the Deputy Rep and the overall guidance of the Representative , the Information Management Analyst, based at the UNFPA Ethiopia Country Office in Addis Ababa, works on the integration of humanitarian and development data into a unified DHIS2 system. The Analyst is responsible for managing DHIS2 components for real-time performance tracking, facility-level commodity monitoring, and office-wide data quality accountability. By providing technical support and evidence-based analysis, the role ensures high-impact programming and strategic decision-making across the Country Office’s entire portfolio

Job Purpose:

The National Information Management Analyst will play a critical role in supporting the generation, compilation, and analysis of relevant Humanitarian-development-peace (HDP) nexus data for the country office under the 10th Country Programme (2025-2030). The Analyst will contribute to strengthening evidence-based decision-making by providing timely and accurate data analysis and insights. This will inform policy formulation and programme development.

You would be responsible for:

Data Systems Management & HQ Migration:

• Active management of the technical transition to the ITSO/HQ DHIS2 Production Instance, requiring close collaboration with ITSO
• Architect and optimize the DHIS2 metadata schema for UNFPA 10th country programme
• Oversee and coordinate the monthly data collection from Implementing Partners (IPs) via DHIS2, ensuring rigorous quality assurance and providing continuous technical support and follow-up to ensure data completeness.
• Analyze and visualize data from various system components (e.g., service packages, data elements, category groups) for planning, decision-making, and reporting.
• Document key decisions, meeting outcomes, technical specifications, and system configuration changes throughout the system transition and maintenance process
• Track roles, responsibilities, and deliverables of various actors involved in system management using the project role matrix.
• Support validation and harmonization of data across DHIS2 configuration sheets (e.g., data elements, category combos, dataset structures.

Advanced Analytics & Performance Tracking:

• Develop a new DHIS2 component to allow fund code managers to provide planning and target information from signed documents, enabling real-time performance tracking
• Expand the “Target vs. Achievement” overview piloted to establish a model for other fund codes, ensuring this is scaled up across the office
• Implement a tracking system for facility-level commodity distribution and tracking, utilizing data from the new ECHO project and MOH/EPSS.
• Utilize advanced analytical tools to review, synthesize, and interpret data from multiple sources.
• Develop and maintain maps to visualize project locations, regional interventions, and country office activities, ensuring accurate geographic representation of programmatic data.
• Propose innovative approaches for improving data collection and analysis processes.

Accountability & Quality Assurance:

• Scale the recently launched (March 2026) data quality checking and approval workflow for IP managers across all thematic areas.
• Ensure all datasets, including SRH, AYD, and GBV-related elements, are well-organized and accurately documented.
• Assist in cross-checking consistency between the planned and implemented migration tasks.
• Collaborate with the Monitoring & Evaluation (M&E) team and implementing partners to improve programme data collection and analysis, contributing to effective reporting and the refinement of work plans, baselines, and targets.

Routine Information Management & IP Support

• Provide essential technical support and data to CO staff and IPs at all levels of the data management lifecycle.
• Maintain the regular development of analytical summary matrices, infographics, and maps for donor and situational reporting.
• Compile regular reports and dashboards summarizing progress, gaps, factsheets, and Sitrep Data.
• Support programme units by sharing relevant data and analytical findings to inform advocacy and programming decisions.
• Contribute to the development of briefing notes, communication materials, and advocacy content through data-driven insights.
• Support GBV AOR and IMS-related activities.

Coordination, Knowledge Management & Capacity Building:

• Compile and analyze information relevant to UNFPA’s mandate, including the development of work plans and the preparation of reports
• Participate in monitoring programme activities, including field visits, review meetings, and status reporting, while ensuring quality data is used to inform strategic decisions.
• Engage in interagency coordination efforts to ensure that population data and analysis are central to joint planning and reporting.
• Develop user-friendly documentation, SOPs, and guidance notes to facilitate information access and continuity.
• Support the implementation of knowledge management strategies to capture, document, and share lessons learned and best practices.
• Contribute to the development of knowledge resources aimed at building capacity in data generation, analysis, and utilization.
• Monitor and report on emerging trends and issues relevant to the humanitarian context.
• Carry out any other duties as may be required by the CO.

Qualifications and Experience:

Education:

Advanced degree in information management, statistics or other relevant field.

Experience and Knowledge:

• At least 2 years of professional experience in information management, humanitarian data management and monitoring data with exposure to protection and/or health related data, ideally at least two of these spent in humanitarian operations.
• Good knowledge of and experience working in SRH and SGBV.
• Good knowledge of Humanitarian Assistance Reporting standard in data sourcing, cartographic presentation and geographic information system analysis.
• Experience in coordination and liaison with government counterparts and other development partners and stakeholders, including NGOs and communities.
• Proficiency in DHIS2 system architecture and advanced configuration.
• Experience of defining and monitoring performance indicators is an asset.
• Experience of monitoring and evaluation of projects is an asset.
• Skills in ArcGIS (required)
• Strong computer skills including proficiency with Word, Excel, PowerPoint, statistical software, as well as database software.

Languages:

• Fluency in English required. Proficiency in the local language is desirable. Knowledge in other UN languages an asset.
