Monitoring & Reporting Officer, Kenya and Somalia

ORGANIZATIONAL CONTEXT

Monitoring and reporting are governed by IDLO’s Monitoring Guidelines, Theory of Change Guidelines, and applicable donor requirements. The organization is committed to strengthening and integrating its monitoring, evaluation, learning (MEL), and reporting systems across all programmatic activities. At the project level, monitoring and reporting are integral to the project cycle and essential for effective results-based management. Regular assessment of progress at input, output, and outcome levels generates timely evidence on performance and supports accurate, results-oriented reporting, enabling adaptive management and informed decision-making throughout implementation. Project-level monitoring and reporting also feed into institutional reporting, including the Strategic Results and Resources Framework (SRRF), and inform evaluations, ensuring alignment between project delivery and broader organizational results.

THE POSITION

Under the supervision of the Country Director, Kenya and Somalia, and in close coordination with programme teams, regional management, and HQ-based MEL functions, the Monitoring & Reporting Officer Kenya and Somalia, coordinates the implementation of monitoring, evaluation, learning, and reporting systems across assigned programmes and projects. The role provides technical guidance on MEL methodologies and tools, ensures the quality and effective use of programme data and evidence, coordinates reporting and assessment processes, and supports evidence-based decision-making, adaptive management, and programme quality.

Summary of Functions:

  • Design, implement, and maintain Monitoring, Evaluation and Learning (MEL) systems, tools, and processes for assigned programmes and projects.
  • Coordinate internal and external reporting processes, including SRRF inputs, and support the generation of evidence, lessons learned, and knowledge products to strengthen programme quality, accountability, and learning.
  • Support assessments, evaluations, and learning processes, ensuring that monitoring and evaluation findings are effectively used to inform programme implementation, adaptive management, and decision-making.

Key Results Expected:

  • Coordinate and contribute to pre-intervention assessment exercises aimed at establishing baselines, targets, contextual analysis, and other relevant data required to inform project design and implementation.
  • Coordinate the design, development, and regular updating of programmatic MEL tools, including Theories of Change, logical frameworks, results frameworks, key performance indicators, Indicator Tracking Tables (ITT), MEL Plans, risk management tools, and data collection instruments, ensuring both performance and context monitoring.
  • Ensure that MEL Plans and MEL activities are effectively implemented and documented in line with IDLO Monitoring Guidelines, project compliance requirements, and donor standards.
  • Identify technical, budgetary, and human resource needs required for the effective delivery of MEL commitments and raise issues requiring management attention.
  • Regularly analyze programme performance and contextual developments through data review, field monitoring, and reflection exercises, and advise programme teams on opportunities for adaptation, learning, and performance improvement.
  • Provide timely responses to requests for M&E-related data and information and ensure the quality, consistency, and accuracy of the data and information, including information reported through the SRRF, donor reports, and other internal and external reporting mechanisms.
  • Coordinate and contribute to the preparation of progress reports and internal and external MEL reports, ensuring that findings from context and programme monitoring are adequately analyzed and presented, and that performance monitoring data is aligned with approved MEL tools and project documentation.
  • Contribute to the development of knowledge products, lessons learned, success stories, and analytical briefs that support organizational learning and programme quality.
  • Coordinate internal assessment processes, including reviewing Terms of Reference (ToRs), supporting the management of MEL consultants, coordinating technical and administrative aspects, and contributing to assessment reports, ensuring that findings are effectively used to inform programme design and implementation. Provide support to evaluation processes as necessary and contribute to management responses as required.
  • Provide technical guidance to programme teams, partners, and consultants on MEL methodologies, tools, systems, and reporting requirements.
  • Carry out any other duties within the overall function and level of responsibility of the post.
