Position description
The activity’s goal is to contribute to the Government the Democratic Republic of Congo (DRC) overarching goal of improving the health of Congolese in four provinces: Lualaba, Haut-Lomami, Haut-Katanga, and Kasai Oriental. The Activity seeks to promote ownership and leadership of provinces to lead, manage, and monitor health programs (family planning, maternal, newborn and child health, nutrition, immunization, tuberculosis, malaria and global health security).
As the MEL Director, you will be responsible for the monitoring, evaluation, and learning process for the program. This will include leading the design, implementation, and regular updating of the Activity Monitoring, Evaluation, and Learning Plan (AMELP) and Quality Assurance Surveillance Plan (QASP).
Core Responsibilities
- Provide technical leadership in the development and implementation of the Activity’s MEL strategy, including AMELP; research (including operational research) activities; and collaborating, learning, and adapting (CLA) processes in line with USAID requirements.
- Oversee the day-to-day implementation and management of AMELP and QASP for the Activity, including customization, roll out, and management of an Activity MEL system.
- Collaborate with sector stakeholders and activity partners and beneficiaries to regularly collect quality routine and periodic data, including health service delivery data, health system data, activity implementation data, and other technical information at the provincial level to inform Activity progress toward broad goals and targeted results.
- Collaborate with Activity leadership and technical teams to develop a learning agenda and fully integrate CLA approaches, processes, and tools across activities to ensure data use and inform adaptive management of project activities based on evidence and learning.
- Develop, operationalize, and oversee AMELP components including indicator reference sheets, standard data collection tools and processes, data management approaches, data quality assurance (DQA) protocols, and data analysis plans, and train appropriate program staff and partners in their use.
- Directly manage the performance of all project-based MEL staff.
- Lead programming and budgeting for Activity learning activities, events, and products to diverse stakeholders and partners, within and outside DRC.
- Support programmatic decision-making at all levels through data analysis, reporting, and communication of program learnings across multiple locations.
- Collaborate with the Deputy Chief of Party and Senior Technical Advisors to ensure timely preparation and submission of all program deliverables, including work plans and progress reports.
Qualifications
- Bachelor’s degree or higher in public health, international development, monitoring and evaluation, social sciences, or other relevant disciplines. Master’s degree preferred.
- Minimum of 12 years of relevant professional experience in monitoring, evaluation, and learning on large, complex development (particularly health) projects; experience with USAID-funded activities preferred.
- Excellent knowledge of health data, logistics management, and disease surveillance systems, particularly the health management information system (HMIS) of the DRC; strong experience with DHIS2 preferred.
- Demonstrated expertise in leading or overseeing project baseline and endline research. Experience with operational research preferred.
- Demonstrated experience managing the day-to-day aspects of rigorous monitoring data collection, analysis, and quality control for health projects.
- Experience developing and managing learning and adaptation activities, including demonstrated experience in CLA (required) and complexity aware monitoring (preferred), and in data use for adaptive management.
- Experience formulating and regularly updating comprehensive MELPs and QASPs for USAID-funded projects.
- Strong interpersonal skills, initiative, good judgment, demonstrated team leadership, and problem-solving abilities.
- Excellent report writing, analytical, and communication skills, including oral presentation skills, in English and French.
- Extensive experience in knowledge management and dissemination of Activity results to diverse audiences.
- Advanced computer literacy in basic office applications and preference for experience using communications software.
