Under the direct supervision of the FAO Representative in India and guidance of the National Technical Coordinator, the M&E Specialist will perform qualitative and quantitative analysis of data collected by the project team to report project results.

Expertise in Monitoring and Evaluation (M&E)

Responsibilities:

The incumbent will undertake the following duties:

  • Based on the Results Framework of the project, develop indicators for tracking regular progress of the project and define other monitoring and evaluation requirements at different levels of project implementation.
  •  Perform qualitative and quantitative analysis of data collected by the project team to report project results.
  • Review and discuss assessment, evaluation or monitoring results with FAO and implementing partners.
  •  Support the training of staff and partners on Prodoc based strategic result framework of GEF 6. 
  • Develop methodology and protocols, for, M&E of project for reporting on the GEF tracking tool for the five project landscapes.
  •  Work with third party agencies to oversee periodic evaluation of the project.
  • Prepare the technical design document for the impact evaluation.
  • Elaborate and submit review and update of the project Results Framework and the Theory of Change (ToC) and make recommendations to adapt it to the needs of the project and to update potential missing information.
  •  Based on the Results Framework of the project, create a system to periodically assess project indicators and monitoring tools that the Project Management Unit (PMU) and implementing partners should use in each project site.
  • Support the operational partner (SPMU and the GLIU) define methodologies, timelines and quality assurance of the project monitoring framework
  •  Participate in team meetings/ briefings, communication/presentations to conceptualize and propose for assessing project impacts and process indicators, both quantitative and qualitative. 
  • Contribute to addressing cross-cutting issues such as gender, generational and intercultural approaches, knowledge/ communication planning and parts of the project.

Minimum Requirements  :

  •  Master’s degree in agribusiness, natural resource management, Rural Development, Agriculture, or a related subject 
  •  At least 3 years of experience in monitoring and evaluating NRM projects with particular emphasis on participatory development and climate change Working with government agencies and development projects will be an advantage. 
  •  Working knowledge/Full proficiency (level C) of spoken and written English .
  •  Indian National.

Technical/Functional Skills:

  • Knowledge and experienced in project cycle management, and well versed in logical frameworks.
  • In depth knowledge and experience of monitoring methods, approaches and tools relating to Community Based NRM (CBNRM). 
  • Experience working with or in international non-governmental and donor organizations (UN agencies, World Bank, IFAD, Asian Development Bank, etc.) with implementation of participatory projects.
  • Good analytical and report writing skills.
