Under the overall supervision of the Regional Health Assessment Programme Coordinator (RHAPC) and under the direct supervision of the Regional Mobile Team Coordinator (mPDA), and in close coordination with Global mPDA Coordinator the incumbent will be responsible for duties and responsibilities related to the Medical Processing and Deployment Arrangements (mPDA) in Sub-Saharan Africa. The mPDA unit is tasked to support the RHAPC in implementing pre-immigration medical examination activities in the region, particularly providing mobile missions and surge support to the country offices, capacity-building of medical personnel, and systematic monitoring and evaluation of the Health Assessment Programme in the region.
Core Functions / Responsibilities:
In particular he/she will:
- Support the Mobile Team Coordinator in all activities related to the mPDA Unit in the Sub Saharan Africa by:
- Ensure the efficient daily operations of the Mobile Unit in the Sub-Saharan Africa Region, in close coordination with the Mobile Team Coordinator.
- Support activities of the mobile missions in the region ensuring all procedures are followed as per the Mobile Unit SOP and MHD protocols.
- Supervise the nurses and data staff assigned to the mobile unit.
- In collaboration with the Mobile Team Coordinator, support the planning, execution, and monitoring of the mobile missions, particularly:
- Monitor the pipeline of health assessment requests from external partners and provide timely calls for the deployment of the mobile missions.
- In coordination with the relevant IOM colleagues, IOM Affiliated Panel Physicians (IAPP) and external partners, develop the mobile mission’s plan and share required notifications and communications on time.
- Supervise the preparation of documents, medical files, medical equipment, and logistics for mobile missions.
- Participate in and systematically monitor the progress of the mobile missions, recommend and coordinate plan’s adjustment when appropriate, providing systematic updates and reports to the RMHO, suggesting cost-saving mitigations when required.
- After the mobile missions coordinate adequate follow-up of the medical files on-hold, timely execution of furtherance’s, and mailing-out of the medical files to the relevant external partiers.
- Ensure effective coordination with relevant IOM colleagues and IOM Affiliated Panel Physicians (IAPPs) in the region regarding quality and integrity of the health assessment process during mobile missions; perform field assessment visits when required.
- In coordination with the medical data processing unit ensure timely and accurate update of mobile mission’s data in the Migrant Management Operational System Application (MiMOSA) and e-Medical. Ensure data quality is collected during the mobile missions. In coordination with the data processing staff, provide systematic statistical as well as ad-hoc reports of the mobile unit.
- Contribute to and maintain a system of quality improvement for mobile missions in the region. Undertake quality control activities on a regular basis, including practice observation, desk and database audits, and use of self-assessment tools. Use data analysis and web reporting systems to monitor performance indicators for the mobile missions. Ensure implementation of the global IOM Standard Operating Procedures (SOPs); create and implement mobile missions’ specific SOPs. Ensure proper reporting and management of incidents according to the Guidance Note for Incident Management.
- Contribute to the financial aspects of the mobile missions planning and monitoring.
- Conduct the mobile missions’ and Nairobi MHAC’s migration health assessment process to fulfil the technical requirements of the resettlement countries in the areas of:
- Medical examinations;
- Laboratory testing;
- TB management;
- Treatment and referrals;
- Pre-departure procedures and medical movements;
- Documentation, certification and information transmission; and,
- Other technical areas as may be required
- Ensure proper identification of refugees and migrants during the health assessment and record all relevant health information in standard forms; ensuring completeness and accuracy of the recorded information.
- Refer patients for vaccination services and treatment for TB and sexually transmitted infections and provide support to the HIV and counselling activities as per the Technical Instructions (TI) and Standard Operating procedures (SOPs).
- Ensure that all data related to health assessment programmes is appropriately entered to MiMOSA and other related databases.
- Travel as needed.
- Perform such other duties as may be assigned by the Supervisor.
Required Qualifications and Experience
- University degree in Medicine from an accredited academic institution with at least four years of professional work experience.
- Valid license to practice within country is mandatory.
- Professional continuous clinical experience, preferably in a multidisciplinary hospital setting. The last clinical posting should be within the last three years;
- Good knowledge of clinical medicine;
- Excellent bedside manner;
- Knowledge of patient safety and infection prevention and control;
- Organizational skills
- Communication skill
Fluency in both written and spoken English and Kiswahili is required. Knowledge of French is an advantage.
