Description
This position shall be known as the Little Beaver Creek Watershed Coordinator of the Columbiana Soil and Water Conservation District (CSWCD) funded through the Ohio Department of Natural Resources, Division of Soil and Water Resources Watershed Grant Program and other partners. This position is responsible for the implementation of the Little Beaver Creek Watershed Action Plan (WAP) and conducting educational outreach. This position will require networking with numerous agencies, organizations, the members of the Little Beaver Creek Scenic River Advisory Council and other local citizens to sustain long-term local efforts aimed at yielding clean rivers and streams to improve surface and groundwater quality and to improve community health.
The Watershed Coordinator’s position is full-time (40 hr. week) and involves both office and outdoor work. The position also involves public speaking, presentations, and meetings with stakeholders, project partners, and public officials. Occasional overnight travel will be required, as well as evening and weekend hours for training and meetings to represent the mission to conserve, protect and enhance the natural, historical, and recreational resources in the Little Beaver Creek watershed.
This position is ultimately responsible to the Columbiana Soil and Water Conservation District’s Board of Supervisors but reports to the District Administrator. The District Administrator will provide the necessary supervision and will coordinate the work of the Watershed Coordinator with the SWCD program as stipulated by the Board.
DUTIES AND RESPONSIBILITIES
Coordinate a multi – stakeholder effort to implement the Little Beaver Creek Watershed Action Plan (WAP); submit the state endorsed plan to local governing bodies for approval and endorsement.
Coordinate the Implementation of the goals/activities of the endorsed WAP
Continue to work with agency partners such as EPA to coordinate for Total Maximum Daily Load (TMDL) implementation strategies to improve water quality in the watershed and ODNR – Division of Mineral Resources Management to develop Acid Mine Drainage and Treatments (AMDAT) to address areas affected by mining impacts.
Prepare grant applications and seek memorandums of understanding with partners that reflect the mission of the District and the Little Beaver Creek Scenic River Advisory Council to secure funding for carrying out watershed projects, including project implementation.
Serve as primary liaison between the Little Beaver Creek Scenic River Advisory Council watershed group, state and local agencies, landowners, watershed stakeholders, scientific community, and other interests throughout the watershed. Coordinator m ay be asked to serve on related workgroups and committees.
Develop and implement a watershed – focused education/information program including public speeches, newsletter publications, development and distribution of press releases, school presentations and special promotional events for the watershed.
Develop a locally supported, long – term Watershed Coordinator position; form, develop, assist and/or enhance a sustainable local watershed partnership able to support a Watershed Coordinator
Prepare and submit all required reports including all required entries into Beehive
Adhere to Columbiana SWCD policies, and all local, state, and federal regulations.
Perform other assigned duties in an ethical and professional manner, and provide assistance to the public in a non-discriminatory manner (i.e. with regard to Equal Employment Opportunity, Civil Rights, and Sexual Harassment issues).
Work harmoniously with fellow employees of the SWCD in a continuing effort to achieve the goals of the Board of the Columbiana SWCD.
Maintain safe driving record and have reliable transportation.
Attend relevant watershed training opportunities, including Ohio Watershed Academy, local, regional, and state meetings as needed or prescribed by the District Administrator to gain information, building working relationships with other organizations, and government agencies, ad as needed to achieve the SWCD conservation program goals.
Responsible for developing his/her daily, weekly, and monthly schedules. Schedules will be coordinated with other District personnel during staff meetings.
Assume any additional responsibilities that may be designated by the Board of Supervisors or the District Administrator.
All duties and actions taken by the incumbent of this position while on official duty will be performed in a safe, healthful manner and of a nature to reflect favorable on the Columbiana SWCD.
There will be a probationary period and the coordinator’s work shall be reviewed through meetings, monthly reports, and observations to determine the quality/effectiveness of his/her work. The District Administrator will conduct semi-annual evaluations and report directly to the Board of Supervisors.

Qualifications
• A minimum of a bachelor’s degree from an accredited university in biological sciences, environmental sciences/studies, or natural resources related field. Candidate must pass a background check, random drug and alcohol testing.
• Familiarity with watershed issues including water quality, erosion, agriculture/forestry/urban BMPs, acid mine drainage, stream morphology, wetlands etc.
• Experience helpful in grant writing, G.I.S., map reading and proficient with Microsoft Office Professional software.
• A minimum of one year of previous water quality monitoring experience helpful (chemical, biological, physical) or equivalent education background.
• Have training or experience in public relations and be able to work with boards, government agencies and the general public.
• Effectively able to coordinate multi – organizational projects using team – building skills and multi – t asking.
• Must be able to traverse rough terrain in variable conditions and carry 40 pounds.
• Must be able to type proficiently, to read and understand instructions, to write and keep records, and to communicate well, both written and orally, with landowners, staff, agency personnel and government officials.
• Must maintain a valid Ohio driver’s license, insurance, and possess a good driving record, and be able to operate motor vehicles during daylight and evening hours, on both public and private roads.
• Must maintain a clean and neat appearance consistent with the public contact aspect of the position.
