Mission

Geneva Call is a neutral and impartial non-governmental organization dedicated to promoting respect for international humanitarian norms in armed conflict and other situations of violence. Geneva Call’s mission is to ensure that armed groups and de facto authorities respect International Humanitarian Law and basic humanitarian principles in the areas where they fight, or they control.

Role

The purpose of Legal and Policy Officer is to provide thematic and legal expertise on issues related to international humanitarian law (IHL) and international human rights law (IHRL). S/he also contributes to the development of Geneva Call’s material related to operations, supports internal capacity-building, and represents Geneva Call in relevant expert meetings.

Core responsibilities

  • Provide IHL/IHRL legal and policy support to Geneva Call’s operations, programme implementation, and building organizational capacity for field staff;
  • Legal expertise for Geneva Call’s Myanmar operation;
  • Support staff development and continuous learning on substantive thematic issues;
  • Act as a focal point for project staff, with a view to foster synergies, coherency of tools and training materials, and ensure flow of communication across project teams;
  • Provide advice and guidance on mainstreaming and integrating gender, intersectionality, and diversity across all thematics and projects;
  • Support the development of material for new thematics or expansion of existing thematics;
  • Support outreach and legal/policy activities for Geneva Call’s thematic priorities and public activities.

Main qualifications

Education

  • Advanced university degree in a relevant field (international public law, political science,international relations, or related field);
  • A specialization in IHL and IHRL;
  • advanced legal studies in a relevant field is highly desirable.

Professional Competencies

  • Proven expertise in legal analysis and research.
  • Excellent writing and reporting skills.
  • Excellent command of Burmese and English (both oral and written).
  • Demonstrated ability to work independently and with minimum supervision, and as a part of a multicultural team in a global structure providing support to colleagues in many field locations.
  • Demonstrated commitment to integrating gender, intersectional, and diversity considerations into all aspects of their work.
  • Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally.
  • Proven excellent communication skills with ability to adapt to different audiences.
  • Ability to work under pressure and to handle multiple tasks simultaneously.
  • Ability to manage conflicting priorities and deliver to deadlines.

Behavioural Competencies

  • Understanding and respect for humanitarian principles and the organizational vision, mission and confidentiality.
  • Demonstrated ability to thrive in a matrix management environment. Developed interpersonal and communication skills including influencing, negotiation and coaching.
  • Strong communications skills (both written and verbal) at a level appropriate for field staff, armed groups, and other key stakeholder communities and ability to tailor trainings and substantive humanitarian messages to different audiences.
  • Willingness and ability to travel at short notice.
  • Ability to work independently and take initiatives.

Work experience

  • At least 2 years of relevant professional experience, including legal and policy advice to humanitarian organizations or other organizations working in conflict-affected areas.
  • Significant experience in designing and implementing trainings in the humanitarian field for various audiences and different levels; relevant field experience is a significant asset.
  • Experience working in an international matrix structure in a positive and constructive manner.
