Leave of Absence & Wellness Specialist (Confidential Administrative Support II), Human Resources Division

Job Summary:

Under the general direction of the Employee Benefits Administrator, the incumbent implements the activities of the Leave of Absence programs and is responsible for the implementation and application of current laws, guidelines, regulations, and CSU policies/procedures, and contract provisions governing, Leave of Absences, and other benefits. Consults with the Employee Benefits Administrator, if an accommodation is not readily apparent and/or there are other complex issues and provides support and analysis to the Manager for complex or sensitive requests.

Responsibilities include, but are not limited to:

Leaves of Absence Program:

  • Responsible for coordinating all medical- related and personal leave requests for all management, staff, and medical leaves for faculty. This requires reviewing available leave credits, benefit options, catastrophic leave eligibility, and collective bargaining agreement leave options.
  • This incumbent is responsible for approval of all non-work-related medical leaves of absence. This entails determining all benefit options available to the employee. Ensures appropriate medical documentation is received. The incumbent informs the employee of all available options for optimal leave coverage and prepares the required documentation and coordinates signatures. Provides leaves documents to Payroll to ensure accurate pay based on timelines with the State Controller’s Office. Enters leave information in PeopleSoft for disability or unpaid FMLA.  Maintains contact with the employee while on leave to navigate the employees return to work. Coordinates any temporary work restrictions with the employees’ HEERA Manager.
  • Eligibility of personal leaves for staff is determined by the collective bargaining agreement and requires approval from the appropriate divisional Vice President. This incumbent advises the employee of impact to pay, leave credit accruals, benefit coverage and CalPERS service credit (if appropriate), Provides documents to Payroll and Benefits to ensure pay and benefit coverage are addressed to meet the State Controller’s Office timelines for accurate pay and regulatory requirements for benefit coverage.
  • Acts as backup for Employee Benefits Manager.
  • Exercise considerable tact, diplomacy and judgment when dealing with employees, care providers and management.
  • Maintain confidentiality of records and spoken information when handling sensitive issues concerning employee health information/
  • Maintain regular contact with employees (as well as their managers or supervisors and payroll) regarding leaves of absence.
  • Maintain current knowledge base of issues, trends and technical updates regarding the implementation of the leaves program and provide proactive and strategic communications to management and supervisors.
  • Develop communication tools for employees and departments concerning the Leaves Program.
  • Participate in quarterly Leaves Conference Calls.

Wellness Program:

  • Create a wellness program to promote mental, financial, and physical well-being of our staff, faculty and administrators.  Responsible for implementing and promoting the program with assistance from the Benefits Team.
  • Perform other duties assigned to assist the Benefits department in meeting goals or deadlines.

Minimum Qualifications: Required Education and Experience

  • Bachelor’s degree from an accredited college/ four-year university in business administration, human resources, or a related field, or equivalent education and 4 years of experience to successfully perform the aforementioned duties required.
  • Several years of recent progressively responsible experience in human resources. Basic knowledge of applicable education-related regulations.

Required Qualifications

  • Knowledge of benefits/payroll practices, policies, and procedures; federal and state laws and regulations; and internal control practices.
  • Understanding of complex benefits transactions.
  • Demonstrated experience and knowledge of California leaves laws, Americans with Disabilities Act accommodations and/or integrated disability management work that would enable the individual to successfully perform the functions of the position as described.
  • Thorough knowledge and applicability of leaves programs.
  • Ability to develop, facilitate and manage training initiatives.
  • Ability to address a wide variety of issues using excellent judgment for both individual situations and policy formation.
  • Outstanding written and oral communication skills.
  • Ability to work independently as part of a team.
  • Current knowledge of federal and state employment laws.
  • Experience working with diverse populations.
  • Experience working at or in collaboration with institutions of higher education.
  • Health Insurance Portability and Accountability Act (HIPPA) training.
  • Expertise in using office software packages, technology, and systems (Microsoft Office programs, PeopleSoft, MyCalPERS, and State Controller’s Office database application).
  • Ability to use standard office equipment.

Preferred Qualifications

  • Bachelor’s degree from an accredited college/ four-year university in business administration, human resources, or related field. Experience working with collective bargaining agreements and using PeopleSoft.

Compensation and Benefits:

Anticipated Hiring Range: $4,464 – $9,514 per month

Classification Salary Range: $4,464 – $10,180 per month

The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 14 paid holidays a year. Position Information:

Work status: Full-time/Exempt/Probationary

Schedule: Monday through Friday from 8:00 am to 5:00 pm, weekends and evenings may be required.

Background Check

Satisfactory completion of a background check (including a criminal records check) is required for employment.  CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information.  Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.
