Position Overview Responsible for the day-to-day supervision and overall management of laboratory animal care personnel and the Gibb Hall laboratory animal research facility (LARF). Primary duties include procurement of animals and research supplies, ensuring compliance with animal welfare and institutional regulations within the facility, establishing an adequate care regimen for animals used and house within the LARF and fiscal management of the facility. Other aspects include the hiring, training, and supervision of laboratory animal technicians and other part-time personnel, scheduling use of animal holding facilities, implementing/evaluating new procedures, ensuring animals receive proper veterinary care, and helping investigators determine appropriate animal models and techniques to be used to achieve the best outcome in their research. The individual holding this position may be asked to serve as a member of the Institutional Animal Care and Use Committee.
This position is considered essential university personnel, and as such is required to respond (or delegate response) after hours and during university emergencies and closures.
Unit Overview The Office of Research Assurances (ORA) is part of the University of Idaho’s overall effort to ensure the responsible and compliant conduct of its research enterprise. ORA mission areas include animal welfare, biosafety, human subjects research, veterinary services, responsible conduct of research, export controls, unmanned aircraft systems, the Integrated Research and Innovation Center, and the Laboratory Animal Research Facility. ORA is composed of subject matter experts on research-related regulations, policies, and guidelines. These experts are the university’s resource for compliance requirements and concerns.

Position Responsibilities

Key Accountability Ensure animals are cared for in compliance with state and federal laws and in accordance with the Animal Welfare Act and The Guide for the Care and Use of Laboratory Animals by:
Job Duties
  • Performing and/or delegating necessary animal care duties, including provision of feed, water, bedding, cleaning cages, appropriate enrichment, and prevention of overcrowding, according to their individual care requirements.
  • Ensuring that proper environmental conditions (temperatures, humidity, light levels, ventilation, etc.) are met at all times and that relevant data is tracked and recorded.
  • Ensuring that animals are healthy by observing animals daily for signs of illness or disease, testing for parasites and other illnesses and coordinating necessary care with campus or clinical veterinarian.
Key Accountability Manage the operational activities of the animal research facility by:
Job Duties
  • Developing, implementing and maintaining an Emergency Response Plan, User Manual, SOPs, animal holding protocols, and a program description for the LARF.
  • Training and monitoring faculty, students, and staff in the appropriate care, handling, and use of animals.
  • Hiring and supervising LARF staff, and regularly communicating with all departments and faculty engaged in animal research within the LARF.
  • Managing personnel access to Gibb Hall and the LARF, engaging in hands-on involvement in procedures and in routine animal husbandry activities, ordering and stocking required consumables, and maintaining accurate records for regulatory compliance, routine health monitoring, daily husbandry activities, and animal census and protocol usage.
Key Accountability Manage facility/equipment maintenance and upgrades by:
Job Duties
  • Coordinating research needs with facility maintenance and upgrades to ensure the least impact on the research while still allowing for required construction.
  • Maintaining and repairing specialized equipment, plus scheduling and providing/delegating routine maintenance and sanitization.
Key Accountability Invoice facility usage, services and supplies in a timely manner and develop budgets and species/use per diem rates in accordance with university policy and in collaboration with the Office of Research and Economic Development Fiscal Operations Manager.
Job Duties
  • Calculating and invoicing (at least monthly) all animal purchases, LARF usage, services and supplies.
  • Developing short and long-term budget plans for the facility and leading the development of annual per diem rates that comply with all institutional policies and federal requirements.
Key Accountability Serve as an animal care resource across campus and remain competent and current in the Laboratory Animal Science field by:
Job Duties
  • Providing advice and assistance regarding animal housing, care, techniques, environmental parameters, security, pest control and other relevant information.
  • Reviewing or pre-reviewing animal use protocols.
  • Participating in self-directed reading for professional development, developing professional contacts with colleagues and vendors, attending trainings, meetings, seminars and/or courses as allowed by supervisor.
  • In addition, may: serve on the Institutional Animal Care and Use Committee (IACUC) and other committees; attend semi-annual facility inspections; and help review the U of I Animal Care and Use Program.
Key Accountability Contribute to team effort by:

  • Participating in special projects as assigned.
  • Monitoring communications to the Institutional Animal Care and Use Committee/Institutional Biosafety Committee coordinator, in the event of his or her absence.
  • Providing day-to-day guidance to student interns, work-study students, and temporary hire employees assigned to ORA, as required.
  • Attending university meetings and training as applicable.
  • Performing other duties as assigned.

Position Qualifications

Required Experience
  • 1.5 years experience working (or full-time equivalent of 3,120 hrs) in a laboratory animal facility

Experience:

  • Supervising, instructing and training staff
  • Working with faculty, staff, co-workers, technicians and vendors
  • Working independently
  • Implementing university and departmental policies and/or programs
  • Developing and maintaining computerized record systems
  • Performing long-range facility planning
  • Foreseeing animal care and facility needs
  • Preparing business correspondence
  • Handling, feeding/watering, and working in proximity to: furbearing animals, birds, reptiles/amphibians, and fishes.

Work related experience applying:

  • Federal legislation regarding animals in research
  • Guide requirements for the care and use of laboratory animals
  • Requirements of animal care and ethical and valid research procedures
  • Animal husbandry techniques
Required Education High School diploma or equivalent.
Required Licensures, Certifications or other
  • Must possess a valid motor vehicle operator’s license and be able to meet policy requirements for driving University vehicles.
  • Must pass online/on-demand Ul Animal Care and Use Training and Ul Basic Biosafety training courses within two weeks of hire.

Additional Preferred
  • Bachelor’s Degree in science related field
  • AALAS certification at the LATG or LAT level
  • Possess Certified Manager of Laboratory Animal Resources (CMAR) credentials through the American Association for Laboratory Animal Science
  • Completion of the Institute of Laboratory Animal Management (ILAM) through the American Association for Laboratory Animal Science

Experience:

  • Performing IACUC member responsibilities
  • Working with animals exposed to biohazards
  • Working with animals exposed to insect vectors
  • Demonstrated management experience

Demonstrated ability to understand and apply the DHHSNIH Cost Analysis and Rate Setting Manual for Animal Resource Facilities

Physical Requirements
  • Ability to lift, carry and/or otherwise move 60 pounds.
  • Ability to wear negative pressure respirators and participate in a required medical surveillance program.
Working Conditions
  • Be willing to work weekends and holidays as needed.
  • Be willing to work after hours, during emergencies, and university closures.
